About Stephen E. "Wilbur" Wright
I am the Deputy Chief Operational Planning and Strategy Division, Headquarters Air Education and Training Command, A5XS, Joint Base San Antonio-Randolph AFB TX. I bring expertise is in strategy and coercion, strategy and campaign planning, military theory, strategy to practice, cyberspace issues, and contemporary defense policy. I also serve as the education advisor to the SECAF Heather Wilson STEM PhD and CSAF PhD programs. In December 2007, I completed a 30-year active duty career culminating as the Dean of Academic Affairs, Air War College. My active duty experience included tours as a command battle staff director and information operations division chief, air operations center strategist, and numerous flying assignments, including two squadron command tours in the B-1B. I was a command pilot with over 3900 hours, having flown the T-37, T/AT-38, B-52, and B-1B aircraft. My academic education includes a doctorate in International Relations from The Fletcher School of Law and Diplomacy, Tufts University; master’s degrees from the School of Advanced Airpower Studies, Naval War College, and East Texas State University; and a bachelor’s degree from Texas A&M University. My professional military education includes Squadron Officer School, Naval Command and Staff College, Air War College, and the Air Force Fellows program.
