The Account Manager will assist contractors to develop scopes of work and review proposals for accuracy. They will also work with clients to ensure proposals are applicable for the project scope.Primary Responsibilities:-Product and service for a specific location as well as for national accounts-Prepare and maintain schedules of detailed activities to accomplish procurement objectives within a specified time period for clients-Describing the detailed work steps required to accomplish a project's objective-Doing material take-offs from plans and specs as well as creating and reviewing detailed construction line item estimates/proposals Proficiency in Microsoft Office Suite and excellent communications skills are a must-Extensive knowledge and experience in commercial public construction operations, pricing and contracting is a prerequisite-Focus will be on local accounts, but may also be asked to cover national accounts as necessary

Responsible for managing complex construction projects, applying industry-tested risk-management principles and methods, mitigating contract specifications and developing strategies to manage cost overruns and performs related duties as required-Represents the County regarding all aspects of large, complex construction projects ($0-10 million) from design to completion:-Attends pre-construction and pre-bid meetings, writes contracts for consultants and contractors and performs project substantial completion inspections for acceptance of project for large, complex construction projects-Serves as the County organizer for project progress meetings with Architects, engineers, contractors and regulatory agencies-Preforms the bid release and negotiation of the selected contractor on capital projects through the Purchasing Department-Develops strategies to address rapid cost-escalation of projects, while maintaining key funding criteria, functionality, and originally-planned/programmed space-Assists in developing cost estimates for unfunded and current projects including cost of work, AE fees, FFE, and technology-Assists with identifying and quantifying minimum project requirements which must be met, while incorporating County standards for building materials, mechanical systems, and energy consumption-Coordinates with end users on space and technology needs for new and renovated spaces, and is the point of contact to provide project updates to those groups-Creates and modifies space planning for offices and furniture using CAD and other presentation software-Oversees Environmental surveys regarding lead and asbestos and to ensure-Develop and implement standards and forms for regulated construction removal and disposal of hazardous materials are done in accordance with Texas Department of Health’s rules and regulations-Prepares Agenda Coordination items for Commissioners Court

Evaluates building occupancy and space utilization requirements to ensure adequacy, efficiency, and compliance with Harris County standards and all applicable codes and ordinances, in response to space renovation requests from County departments. Performs conditions assessment of a space, estimates the cost of renovation/addition, and prepares a project schedule. Produces design and construction documents for construction to be done by contractor, and coordinates with structural, mechanical, electrical, plumbing and other disciplines as required. Monitors design and construction contracts for budget, timeliness and accuracy. Coordinates work of different contractors to complete construction projects. Coordinates occupant moves with construction time-line, occupants, and movers. Performs other duties as assigned.

Perform the functions and activities associated with the appraisal of assigned commercial properties including inspection, data collection, analysis, and application of appropriate valuation approaches and techniques. Review and exercise broad discretion regarding appraised values. Negotiate value settlements with taxpayers and consultants. Will represent the Chief Appraiser and the district in the informal and formal protest hearing process. May be responsible for training, directing and supervising assigned appraisers. May be given the assignment of appraiser field coordinator responsible for the delivery of work assignments to the field appraisers in the absence of the field supervisor.
