Seconded from Bechtel (where I am a senior manager) to report directly (on a day to day basis) to the Saudi General Manager of Economic Development as the GM's lead on economic policy as well as residential and commercial development for 2 large new towns in Eastern Saudi Arabia. The Department is a special government agency set up for the planning and administration of the new towns (Royal Commission for Jubail and Ras Al Khair). My responsibilities include industrial policy development for the world's largest concentration of petrochemical value chains with a special focus on circular value chains and green industrial development. I am intermittently asked to contribute to the Ministry's national sustainable and long range economic planning. In this period I have given several voluntary lectures at the KFUPM on topics ranging from international economic trends, Latin American urban planning and London urban planning.

Reporting directly to the Exective Director I led on economic development programs for a large portion of East of England shadowing 3 area director posts. Work included board level membership in regeneration partnerships as well as work with major industrial/creative projects such as Ford Engine R&D centre, Royal Opera House Thurrock and DP World for logistics.

Led on housing, urban planning and transport for the representative body of local Boroughs who made up Europe's largest regeneration project.In this period (and beyond) I was a judge and the presenter of the International Planning Awards for the World Leadership Forum and appointed by the Secretary of State as a Board member of the Thames Flood Defense Committee (as an urban regeneration specialist). I was also a regular presenter at UK professional conferences as an expert in sustainable development, transport planning, housing, Olympics planning and urban economics. I was also an expert witness (on behalf of East London Local Authorities) to various UK public inquiries on planning and transport as well as an expert witness to the Parliamentary Transport Committee (on Crossrail and Olympics Transport).

Senior Consultant for economics and social appraisal for programs throughout Latin America varying from US$26 million for Guyana to US$1,000,000,000 pa for Mexico. Reports were part of the line managment process for release of funds.The reports –co-written with Dr. Charles McDonald- developed a new economic appraisal methodology “quick appraisal” as well as developing an end user based appraisal methodology to measure the success of (and recommend improvements to) national infrastructure funding programs. The methodology identified and quantified the key role community participation (in decision making and project execution) had in achieving robust social rates of return on capital as well as achieving political consensus and project sustainability.

Hermosillo, Sonora Mexico

I was –it is believed- the only Anglo Saxon ever to have been appointed to a senior Mexican government position in 80 years. In the post I reported directly to the Junior Minister of Housing, Environment and Urban Planning and had extensive formal personal published roles and responsibilities -such as approval of all residential subdivisions in the state. In this role I overhauled the planning system with new plans and transport plans for all 19 major cities in the state with new methodologies in terms of integrating transport and land use planning. I led on 3 new town proposals - 2 of which have been partially built. I led on significant change towards decentralization of decision making power to municipal governments and improved significantly the political and societal consensus behind developing planning policy and ensuring consistency of execution and enforcement. A result -amongst many others- was a significant overall improvement in contiguous formal sector development around all major cities concurent with large increases in the percentage of all new development (formal and informal) with basic services (from below 50% to above 90% within the 10 years of my active participation).
