Provided strategic policy advice on urban development, innovation and skills policy issues and led projects for implementing Auckland economic growth priorities. Work included:• managing a review of public investment in economic development support in Auckland, including recommending economic development priorities for Auckland.• supporting the Auckland Transition Agency in establishing the case for and designing the functions of the Auckland Tourism, Events and Economic Development Agency.• managing the development of a feasibility study and business case for an Auckland science and technology park• providing strategic advice on the development of the digital content and health technologies sectors.

Wellington & Auckland

Provided strategic advice on economic, industry and regional development issues. Seconded as economic development advisor to the Deputy Prime Minister and Minister for Economic Development over 2000-2004.Work included:• policy development for the integration of Industry New Zealand and Trade New Zealand (to form New Zealand Trade and Enterprise) and enhancements to industry and regional development programmes• policy development for Industry New Zealand programmes and services including the Enterprise Awards Scheme, the Business Growth Scheme, Major Investment Service and Regional Partnerships Programme• developing the sustainable development and industry development strategies and related policy papers• leading the Business Practices and Performance Study project – a nationwide study of New Zealand business practices and performance with Statistics New Zealand

Wellington

Led and managed the team members, work programme and research agenda in the unit responsible for providing advice on the impact of government policy on firm performance and on the design and implementation of business development assistance.Work included:• co-leading a review of public investment in research and development • revising the business development programme and Business Development Boards and the design of the BIZ (management training) programme for businesses• leading the Manufacturing Best Practices Study project – a three year nationwide study of business practices and performance• preparing post-election briefings for the business development portfolio• preparing a major research and discussion paper on the effects of trade liberalisation on New Zealand firms for APEC.
