Safety assurance for atm navaids and radar

Lead Safety Engineer for Project Marshal Electronic Surveillance in the South West and Ranges (ESSWAR) project. Responsible for the safety planning, provision of safety assurance and ensuring the adequacy of suppliers assurance. Production of Safety analysis and documentation for the overall system including the Shadow System.Undertake the update of assurance and documentation to support the transition of the TopSky Radar Data Processing system into service at military airfields. Participate in Observation Review Boards where issues are assessed and tracked. Provide safety support to Project Managers and other members of the team as required.Contributed to the update of the IAA Safety Cases for IRVR and ILS at Dublin, Shannon and Cork airports and assisted in addressing comments from the Regulator.

Undertook the role of Voice Communications Service Assurance Lead responsible for producing and developing new safety assurance documentation including Safety Plans and Safety Assurance Report, also undertook the apportionment of Safety Requirements. Additionally responsible for ensuring the adequacy of the safety assurance from suppliers. This role incorporated the use of techniques such as HAZOP, ETA, FTA, FMECA, RBD and CCF.Responsible for producing the operational, regulatory (CAP670) and change safety assurance documentation for the Prestwick Air Traffic Control Centre. Additionally updated the existing unit safety documentation to gain CAA SARG approval and the units licence to operate.Undertook the safety assessment of the Prestwick Centre Operations Room re-organisation and provided the required safety assurance. Provided assistance and guidance to Safety and Project Managers based on operational experience. Responsible for the safety planning and provision of safety assurance for operational systems such as Alternative Access Network and CCDS-R Build 10, which included producing Safety Plans, updating asset safety documentation, change assurance documentation and liaising with CAA SARG.

Solely responsible for maintaining and gaining approval for the Western Radar Unit Safety Documentation and providing safety support to the Unit ATC Head.Responsible for updating the Swanwick London Area Control, London Terminal Control and CTC Unit Safety Cases, and establishing and running the Swanwick Unit Safety Case Change Control Board.Undertaking safety improvement activities, including Bow-Tie, the relating to regional airfields to identify mitigations that would reduce the risks to the operation from Class G interactions. Responsible for leading the Danger Area Infringements monitoring of improvement activities as identified in the Swanwick Safety Plan and supporting Wake Vortex activities on behalf of LTC.

Responsible for maintaining and gaining approval for the LTC Unit Safety Documentation. This involved incorporating updates for the introduction of new systems and also accurately recording the declared Risk for LTC. This involved presenting the results and explaining potential issues to Swanwick Senior Management, NATS Safety Directorate and CAA SARG.Responsible for undertaking the Operational Safety Performance Monitoring and sentencing at Swanwick.Fulfilled the role of Safety Acceptance Authority, as part of the Swanwick Change Control Process. And once satisfied with the adequacy of the safety planning and assurance being provided I recommended approval of the change to the Swanwick Senior Management. Experience of applying novel techniques for a range of Swanwick operational systems.Provided expert guidance and support on safety related matters to Swanwick operational and engineering staff.Provided coaching, supervision and guidance to junior members of the safety team as necessary.

Responsible for safety assessments of organisational changes at Swanwick.Managed the delivery of the Swanwick response to a CAA SARG audit involving across unit liaison to resolve the safety observations to a successful conclusion.Responsible for reviewing and accepting project and supplier safety deliverables affecting Swanwick ensuring the activities and safety assurance provided would result in a safe system entering and being kept safe while in operation service.

Prestwick Centre Delivery ProjectProduced the complete suite of Oceanic Service safety documentation for its move location to the Prestwick Centre (PC), including various safety analysis and regulatory compliance documentation including the Oceanic and PC Domestic Dispersal of Traffic Policy safety assessment. This role involved stakeholder liaison including CAA SARG.Responsible for producing and maintaining several major operational unit safety documents to gain the unit operational licence from CAA. Also undertook the safety assessment of the Traffic Load Prediction Device (TLPD).Project Safety Manager (PSM)Responsible for the safety planning and provision of safety assurance for many ATC systems such as ESTCA, SAATS, CCDS-R, TLPD, CoreMet, NRTW radar and ADRs.Responsible for identifying and resolving potential safety issues with the use of NRTW radar. This involved explaining the issue to the stakeholders, identifying potential resolution and facilitating to a successful conclusion.Responsible for the safety planning and provision of the safety assurance for Stage 2 of the NATS NOTA project. This involved the derogation of ICAO Oceanic airspace from the UK to the Irish Aviation Authority (IAA).

Safety Consultant to NATSResponsible for producing the Surveillance Safety Case incorporating ATC mitigation and engineering apportionment. Produced the Safety Plan for the Radar replacement enabling Mode-S implementation.Produced Safety Plans, assessments and safety cases for airspace changes and system replacements. This role involved being the point of contact with CAA SARG, liaison with multi-disciplinary teams and assessment and acceptance of supplier assurance.Safety Analysis of Satellite Data UnitResponsible for project management activities and performing the safety analysis of the Thales Avionics Airbus Satellite Data Unit. Safety Analysis of Norwegian Air Traffic Control SystemPerformed the Functional Hazard Assessment (FHA), Preliminary System Safety Assessment (PSSA) and System Safety Assessment (SSA) for an upgrade to the AVINOR ATC system. This included identifying operational mitigation and encompassed engineering infrastructure including Zonal Analysis. Safety Analysis on Automatic Dependent Surveillance (ADS)Human Factors for SCANIA Responsible for producing the Human Factors Plan for the SCANIA bid for the MoD Future Cargo Vehicle. Tender evaluation for RNAS Yeovilton VCCSUndertook the HAZOP, produced the safety section of the Invitation to Tender and evaluated responses.Reliability and Safety Analysis of Marine and Land Military SystemsWorking at BAe Systems site performing reliability modelling including Safety Plans, RBD and FMEA on a variety of major marine and land military platforms. This included bid preparation for the Queen Elizabeth class carriers. Responsible for producing the System Design Safety Assessments for HMS Ocean’s electrical system. MoD Safety AnalysisResponsible for performing safety and reliability analysis for MoD legacy NavAid equipment to provide the safety assurance. This activity included financial, project and staff management activities.

Product ImprovementEngaged in product reliability evaluation and improvement. Developed a de-rating policy for the correct selection of components in new designs.Thermal Analysis Performed analysis on prototype equipment to determine their thermal profile and ensure there were no thermally stressed components. Performing reliability and maintainability analysis for display and navigation systems in accordance with DEF-STAN 00-40, DEF STAN 00-56, MIL STD 217F, MIL-STD-785, MIL-STD-338 and MIL-STD-1629.Responsible for performing FMECA’s to functional block and component levels which included Built-In Test Equipment (BITE) analysis.Responsible for undertaking Reliability Demonstrations and Burn-in of avionic equipment.
