In this role I led and participated in the development of complex, custom applications based on open-source frameworks and products. We delivered secure solutions that scaled easily to handle additional users and functionality. We used an incremental agile approach (Scrum). I acted as line manager for the 35+ military/civilian section posts, performed recruitment, trained/developed software engineering staff, set/managed objectives and allocated personnel to projects in accordance with the budget plan. I also developed/improved our ISO 9001 software maintenance processes.From May 2013 to March 2014 I was acting Head Systems Maintenance Branch and acting Chief Operations Division. In these roles I managed a division of 100+ military/civilian staff and was responsible for the planning and execution of all AirC2 systems development work. These were temporary assignments and they ended when the roles were reassigned to the military.

In this role I managed teams of 10+ military/civilian engineers, coordinated with stakeholders at other NATO agencies and operational sites, and presented status updates to senior management. I supervised activities and ensured tasks were completed efficiently, in accordance with priorities, to deadline and within quality criteria. I also developed project and product documentation.

Austria

Technologies: C, Bash, Unix.The CTBTO operates a world-wide verification system to detect illegal nuclear weapons testing. An international network of several hundred sensors sends gigabytes of data each day to Vienna. I was project manager and software engineer on several seismoacoustic data processing software projects. In this role I developed software, managed private contractors in Austria and South Korea, wrote contractor Terms of Reference (TORs) and performed bid evaluation. I supervised activities and ensured tasks were completed efficiently, in accordance with priorities, to deadline and within quality criteria. I provided project management and technical guidance to other less-experienced project managers. CTBTO was a relatively new organisation when I joined with immature processes. I initiated a more formal approach and developed documentation templates and development processes based on ISO and industry standards.

In this role I managed teams of 7+ software engineers, coordinated with military and civilian stakeholders, created project plans and allocated personnel and resources. I supervised activities and ensured tasks were completed efficiently, in accordance with priorities, to deadline and within quality criteria. I also developed project and product documentation.I was a member of the NATO Common Operating Environment Working Group and the Information-Centric Sensor Management Task Group.I also led a special ad hoc project to advise on management policy and processes for software development projects and I presented the findings to senior management.
