Sr. Systems Engineer, Strategic Technologies Consulting, Inc. 08/2020-PresentToms River, NJ Mr. Mansfield joined Strategic Technologies in August of 2020; he brings with him over 35 years of subject matter expertise. Mr. Mansfield currently supports the Modular Radio Frequency Communications System project within DEVCOM ESI, TCD, NETOPS Branch, C5ISR. Previously Mr. Mansfield supported the PEO AMMO, PM CAS, PdM Precision Fire and Mortars, LR-PGK Project Office as the Systems Engineering Lead. Mr. Mansfield led the SE Team through normal daily activities as well as major milestone reviews (SRR/SFR/PDR/CDR). Mr. Mansfield’s team was responsible for the development and maintenance of the Program Requirements Document, (PRD), and the System Engineering Plan (SEP). Also, his team was responsible for ensuring the requirements traceability from the PRD, through the Vendor, down to the sub-contractors. Mr. Mansfield also supports the systems integration efforts of the GPS Receiver, and the interface between the Fuze and PIK. Mr. Mansfield also directly supported both the Project Lead and Branch Chief with various program management tasks, covering testing, cost, technical and schedule concerns. Mr. Mansfield has experience supporting system development and integration across the Army acquisition structure. Mr. Mansfield has supported or led Integrated Product Teams (IPTs) from the Product Development office to the Program Manager office to the PEO Chief Engineer office.

Mr. Mansfield has successfully led a series of projects for Kord Technologies relating to the US Army initiatives in Assured Position, Timing and Navigation. Mr. Mansfield was the technical lead for the Kord team which consisted of subcontractors and consultants. Project one, was an OTA contract for the development of Operational and System’s Architecture artifacts for Program Executive Office (PEO) Intelligence, Electronic Warfare and Sensors (IEW&S) Program Manager (PM) Position, Timing and Navigation, PD Pseudolites, in support of the Technology Maturation & Risk Reduction (TMRR) phase of the Pseudolite Command and Control (PLC2) project. Upon successful completion of that project Mr. Mansfield became the lead for two parallel efforts. An in support of PM PNT, PD PL, PLC2 to refine Use Cases, and link the Use Case directly the Electronic Warfare Officers (EWO) activity during the seven steps of Military Decision-Making Process (MDMP). The was an effort in support of PEO Ammunition’s Network Assisted Assured PNT (NA2) for the development of a Concept of Operations on how to apply Alternative Navigation (Alt-Nav) options in a highly contested Navigation Warfare (NAVWAR) environment. At the end of the Use Case effort PM PNT awarded Kord and its subcontractors an additional $3M in funding to develop an Ontological Knowledge Model (OKM) and Cognitive system for the EWO’s Alt-Nav engagements in a NAVWAR environment. Mr. Mansfield was the Project Lead on two Kord subcontracts with L3 Interstate Electronics Corporation in support of their Mounted and Dismount M-Code enabled navigation systems. Kord Technologies was providing Risk Mitigation Framework and Cyber support and artifacts as well as Training and Training Materials for both projects. The first effort is $300K contract in support of L3’s Mounted Assured PNT System (MAPS) prototype development, the second is $950K contract for in support of their development of Dismounted Assured PNT System (DAPS)

Mr. Mansfield was a SETA Contractor supporting Program Executive Office (PEO) Command, Control, & Communications Tactical, (C3T) Technical Management Directorate (TMD). He was a key member of System of Systems Engineering and Future Planning Branch. Mr. Mansfield has recognized expertise in existing Army Systems of Systems Engineering processes, policies and procedures. Mr. Mansfield was the PEO C3T lead for the implementation of Assured Position, Timing and Navigation and M-Code within PEO C3T. Mr. Mansfield was the PEO C3T lead for Hardware Software Convergence, now known as C4ISR/EW Modular Open Suite of Standards (CMOSS). Mr. Mansfield was the technical lead for PEO C3T POM and SPAR planning. Mr. Mansfield was the PEO C3T HQ TMD lead for platform integration and VICTORY implementation. Mr. Mansfield was fundamental in the development of the PEO C3T strategic roadmap to 2025, and the creation of the tri-annual Science and Technology meeting between PEO C3T and CERDEC
