County Administrator - Merrimack County, NHBoscawen, NH (10/2014-5/2018) Development and oversight for 4-years on the design of an $83 million budget, focusing the moving needs of 10 departments, a Jail Facility, and a 300-bed Nursing Home. He reduced expenses in areas like employee medical, all energy costs, all-the-while was eliminating department “budget-bulging. He negotiated 4-union contracts, continually. We have simplified a cumbersome department budget submission process to make it much more workable. He recreated the grants department directing them to work hand-in-hand with the city and towns of the county; plus, seek out any dollars available for the county operations. Expanded and enhanced employee training programs by making them available to all employees, often funded with grant dollars. He expanded the utilization of the county’s Purchasing Department by creating purchasing policy, applying ethical procedures to all purchasing, credit card policy, bidding procedures, and acquiring acceptance from the BOC; and approve to all these initiatives. He closed-out $46 million in Tax Anticipation Notes TANs; each year. Worked regularly with the county legislative delegation to improve communications and clearly describe the operations to them. He successfully lobbied the Legislature extensively to over-ride a decision on a new Superior Court House offsite and where it was inaccessible to the public by any public transportation means. This effort resulted in a contract agreement between the County, a private builder partner and the State to provide a new Court House and sell it to the State for $15 million, saving the State well over $2 million. He hired a staff attorney to begin writing and reviewing policy and seeking approvals from the BOC; to establish written/approved policy statements. He relocated and made more efficient county departments by moving them onto existing county facilities for cost reductions/efficiencies.

I authored a program that did not exist! It became my job to create a small business lending program utilizing Health and Human Services grant dollars that included small training programs built into the loan approval processes. I developed, based on prior program administration, the program description, developed its target market, designed all operating policies, loan documents and spread sheets to monitor all loan fund activity. The training/lending criteria was heavily focused on areas small businesses and how to help the solidify their operations and become more profitable. A goal was to get them trained enough to be eligible to apply for a traditional bank loan when necessary. Wrote the guidelines for an oversight Board and wrote the necessary policies such as an ethics policy. Created an entire small business educational program that was made available after hours, in the evenings, to provide them with pro-bono legal advice, training in Quick Books which we provided from our profits, managing payrolls, asset management, etc. Collaboratively brought in participating banks to discuss other issues with them. Some of these businesses had never talked to a banker before. The program was extremely successful!

Professionalized the staff, hired a Fire Chief and EMS Director, acquired a new ladder truck by applying for a grant and put 5-new engines into service. Built three new fire stations all done by establishing a $45.00 county-wide fire fee. Efficiencies allowed us to expand our ambulance coverage and lower response times by both EMA and EMS. Installed water lines thus lowering the ISO rating from a 9/9 to a 6/7; significant home-owner savings.Designed the first-in-the-nation H1N1 virus preparedness program that became the model for all rural communities in America.Remodeled Planning & Zoning to be more reflective of the wants of our communities and added extensive training to their operations. Mandated a closer relationship with the city’s we performed planning for as well as improving the relationship with developers to achieve constructive development and approval processes.Expanded the functions of IT to replace all computers as they were very old, built GIS mapping programs, improved connectivity between all facilities and mobile units. Enhanced the utilization of IT during budget and regular meetings for a more effective presentation of data.
