Randolph Township
Served as the chief executive and administrative officer of the township, supervising the activity of 122 full-time employees and managing an annual budget of over forty million dollars. Oversaw all municipal departments, coordinated the day-to-day operations of the community and carried out the policies as set by the elected Township Council. Duties and accomplishments included:• Managed township’s general operating and water & sewer utility budgets. Under my direction, seven of the eight annual municipal budgets were adopted without an increase in the municipal tax levy. The township was also recognized by the rating agency Moodys with a AAA bond rating.• Oversaw the township’s multi-year capital improvement program. Directed the completion of 250+ projects totaling over 20 million dollars in township funding. • Coordinated the update of both the township Water and Sewer Master Plans.• Managed the completion of the town-wide revaluation of property in 2015.• Coordinated the remediation of 42 Bennett Avenue “brownfield” property and the successful transfer of the property to the Morris Habitat for Humanity for the construction of 25 affordable housing units.• Oversaw the development of a 10 year Parks & Recreation Master Plan. Numerous projects identified in the plan were successfully implemented, including the development of a new turf field at Freedom Park, and numerous other parks and recreation facility improvements.• Managed the development of Veterans Community Park, the first new park to be developed in the township in over twenty years. The 90 acre park features a ¼ mile paved walking oval, great lawn and bandshell, picnic pavilion, community garden, pickleball courts and other amenities.• Oversaw the completion of a water and sewer utility rate study and smooth implementation of a new rate structure for both water and sewer utility services.
