Conduct background investigations on behalf of the United States Office of Personnel Management (OPM) for National Security and Public trust investigations. Conduct background investigations on individuals working in some of the most sensitive areas of the federal government including members of all branches of the military. Some of these positions are: law enforcement officers and support personnel; criminal and other investigators; border patrol agents; correctional officers; astronaut candidates; positions involving nuclear research; and positions directly involving homeland security. Conduct face-to-face interviews with prospective and current employees to determine an individual’s trustworthiness for access to classified information, placement in a sensitive position, retention in the military services, or placement in federal employment. Conduct interviews with references, witnesses, employers, educators, neighbors, friends and family and others. Obtain and review personnel files, police records, court files, security files, financial and legal documents, medical records, etc. from institutions and private corporations. Prepare complex and formal reports of investigation in accordance with OPM guidelines and instructions to include written affidavits. Engage in dialog with managers and representatives at contractor facilities, various U.S. Government organizations, and law enforcement agencies to develop and maintain effective and cooperative working relationships. Extensive expertise in the use of FWS,PIPS/PIPS-R to document reports in accordance with the new handbook and documenting reports and issues in accordance with policy, procedure and the law.

Conduct interviews with references, witnesses, employers, educators, neighbors, friends and family and others. Obtain and review personnel files, police records, court files, security files, financial and legal documents, medical records, etc. from institutions and private corporations. Prepare complex and formal reports of investigation in accordance with OPM guidelines and instructions to include written affidavits. Engage in dialog with managers and representatives at contractor facilities, various U.S. Government organizations, and law enforcement agencies to develop and maintain effective and cooperative working relationships. Extensive expertise in the use of PIPS/PIPS-R to document reports in accordance with the new handbook and documenting reports and issues in accordance with policy, procedure and the law. Field training responsibilities have included investigator and record searcher training that includes the use of PIPS and PIPS-R, administrative responsibilities, reviewing of reports and check rides to ensure best practices are utilized by field personnel. Additional duties include thorough review of other investigators investigative material for accuracy, efficiency, grammar and punctuation and over reporting. Team leader managing a team of investigators with all aspects of employment including hiring decisions and termination with regard to human resources policies and procedures and employment law.

Performed in-depth investigation of civil rights violations, policy compliance of public safety departments. Identify potential witnesses and conducted victim and witness interviews. Reviewed Police Reports and develop additional evidence and witnesses not revealed therein. Conduct independent crime scene investigations and try to match alleged events with witness and involved party statements. Write detailed reports on a particular incident compiling facts from crime scene, witness statements and involved party statements.

Performed investigations of all types of criminal, vehicular, municipal violations of law and develop information to bring those cases to a successful conclusion. Collected and preserved evidence and authored and served search warrants in support of my efforts to solve crime. Completed complex and simple investigations of vehicular fatalities and major injury collisions, including homicides, major and minor bodily injury crimes and major property theft including arson and vandalism. Investigations included staged crashes and insurance fraud. Developed and refined raw intelligence and prepared intelligence for use by others. I became a highly regarded SWAT team officer on an entry position and attended several SWAT associated schools including: Basic Swat School, Swat team leader and Rappel-master. I specialized in interview and interrogation techniques with an emphasis on building rapport with informants, victims and suspects. I attended the Behavioral Analysis interview and interrogation (BATI) school and numerous seminars dealing with Hispanic, black and Asian gangs. I have used informants successfully to solve numerous homicides and serious other crimes in my area of responsibility and networked with other officers and agencies with their investigations. I have the ability to function in a stressful team environment and work independently with a minimum of supervision. I developed the unique trait that whomever I contacted remembered me and my approachable style allowed me to maintain a vast network of contacts that I could turn to on dead-end or unsolvable crimes. I earned the respect of my peers and contacts within Law Enforcement and the District Attorney’s office as one of the best gang investigators within the San Bernardino Police department. Organized and presented presentations and seminars to business groups, educators, and attorneys on Law Enforcement culture, crimes and gang awareness, drug awareness and the impact on the business environments.
