Naval Construction Branch (NCB) is part of the Capability Acquisition & Sustainment Group (CASG) within Department of Defence. It is an element of the Naval Shipbuilding Enterprise, which is responsible for overseeing the management and execution of all shipbuilding production, test and evaluation, and platform acceptance at both the Osborne SA and Henderson WA shipbuilding facilities. The NCB supports the minor naval vessel, major surface combatant and submarine programs that are responsible for delivering war fighting capability to the Royal Australian Navy.

Working on assignment with Luerssen Australia Pty Ltd constructing the Arafura Class Offshore Patrol Vessels (OPV) for the Department of Defence. Luerssen Australia is a subsidiary of NVL Group, which is headquartered in Bremen, Germany and has an extensive portfolio of naval and coast guard vessels. Luerssen Australia is appointed prime contractor and designer for the SEA 1180 Offshore Patrol Vessel contract. The contract supports Australia’s national sovereign shipbuilding strategy with two OPVs being built at Osborne, South Australia and ten OPV's built at Henderson, Western Australia.

Phoenix International (Australia) was established to support the Department of Defence SEA 1354-1 SRS project to design, build, maintain, mobilize, and operate the next generation Submarine Rescue Service (SRS) capable of supporting the escape, rescue and abandonment operations involving the Collins Class Submarine and Attack Class Submarine program. The Project was terminated in 2021.

The Defence Materiel Organisation (DMO) equipped and sustained the Australian Defence Forces' materiel capabilities to meet Australia’s strategic needs. The Directorate of Business Systems Improvement (DBSI) was responsible for the implementation of DMO Corporate processes including Quality Management, Planning & Scheduling, and Risk Systems. Cal-Dive/Fraser Diving were contracted under the Submarine Escape & Recue Centre (SERC) contract by the Department of Defence to provided commercial diving services and submarine escape and rescue expertise to the Royal Australian Navy (RAN). This included the management of the Submarine Escape Training Facility (SETF) and Submarine Escape & Rescue Service (SERS). The SETF delivered training in Submarine escape and rescue techniques to all RAN submarine personnel. The SERS provided a mobile subsea rescue capability and hyperbaric medical treatment facility capable of rescuing personnel from a stricken Submarine.
