I am recently retired after more than a quarter century of working with the Louisiana Department of Health. During my time with LDH, I had the pleasure of serving as Secretary on two seperate occasions. The first time was in early 2020 during the initial phase of the COVID-19 pandemic. The second time was during the final stage of Governor Edwards’ administration where the LDH team did an excellent job with saltwater intrusion. My main role with LDH has been as Executive Counsel to many outstanding Secretaries.During my time with LDH, I have gained extensive knowledge in Medicaid and worked in great detail with the Office of Public Health, the Office of Aging and Adult Services, the Office for Citizens with Developmental Disabilities, and the Office of Behavioral Health. By working in this areas, I have had a particular focus on reimbursement as well as compliance with federal regulations and state licensing and certification requirements. In regards to Medicaid, I have extensive knowledge and experience in both sides of the reimbursement equation (Financing mechanisms and reimbursement strategies). I have worked with many LDH undersecretaries and providers in order to maximize utilization of federally allowable “state match” as well as maximizing reimbursement to providers. I also have extensive experience in working with the legislative body which included providing testimony and strategic development along the healthcare continuum.I have had the pleasure of helping guide LDH in Louisiana’s transition to a fully capitated managed care delivery system, a transition away from state owned charity hospitals, and through the expansion of Medicaid under Governor Edwards. I have worked extensively with stakeholders (providers and legislators) in relation to nursing homes, hospitals (including rural hospitals and hospital service districts), physicians, behavioral health, pharmacy, home and community based services (waivers and home health), and many others. As Executive Counsel over the years, I have helped guide LDH in litigation related to various healthcare areas and have formulated consent decrees with arms of the federal government.
