Ensures proper staffing levels, training, certifications and assignment of staff; participates in the hiring process. Develops and recommends fiscal program budget; oversees purchasing of equipment, materials, and supplies; insures proper maintenance of equipment, vehicles and facilities; insure proper stocking of supplies, medications and equipment. Manages personnel functions for staff including recruiting, training, monitoring, and evaluating work. Coordinates and provides liaison services between the Emergency Services Department, other county EMS units, telecommunications, the hospital, and other public service agencies. Responds to emergency situations and coordinates incident command, response, and resources. Responds to complaints, questions, and information about the county EMS. Oversees the implementation and operation of the EMS billing system; supervises employee in this function. Manage, coordinates and/or performs a training program for staff and county EMS departments. Assures the maintenance and completion of records, reports, and other information required in this field. Performs quality management activities and peer review processes.

Built collaborative relationships with UVA Health System, Charlottesville and seven local counties which resulted in more effective working partnerships. Provide advice and guidance to counterparts within the council and other agencies by participating in problem solving conferences and seminars. Established the council as a Designated Regional Council by Virginia Dept. of Health and Human Services. Responsible for all human resources functions in accordance with established directives. Assisted with the move of Martha Jefferson Hospital by coordinating all the BLS ambulances.
