The U.S. Customs and Border Protection (US CBP) Leadership Development Center is dedicated to developing resilient CBP Leaders by preparing them for complex, dynamic challenges through mission-focused educational programs grounded in the highest ethical and professional standards. The Command and Executive Leadership Programs provide an array of leadership training and education opportunities for CBP senior managers and members of the Senior Executive Service (SES). Serve as the Program Manager and Facilitator for the CBP Capstone Course, a leadership course delivered to a cross-functional mix of newly promoted members of the Senior Executive Service (SES) and the CBP Leadership Institute (LI), a leadership program delivered to newly promoted senior managers (GS-15). The CBP Capstone Course is designed to provide a comprehensive and systematic means of preparing new CBP SES to assume an executive-level leadership position within CBP by focusing on the critical operational and leadership mandates of the new executive. The course provides a rigorous program of study designed to develop a broad perspective on management and leadership issues unique to senior leaders of a federal law enforcement organization. The curriculum focuses on the critical operational and leadership mandates of senior leaders who lead large workforces and who have a significant impact on the climate and culture of large swaths of CBP. The CBP LI program is designed to cultivate strong abilities in the competencies of the Office of Personnel Management’s (OPM) Executive Core Qualifications (ECQ), develop emotionally intelligent leaders, and strengthen the role of leaders in creating an organizational culture capable of countering workforce challenges and strengthening the resiliency of CBP employees.

The Student-Leader Seminar (S-LS) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) registered as a leadership, ethics, and character education provider with local and state government agencies, organizations within the U.S. Federal Government and the National Collegiate Athletic Association. S-LS delivered leadership seminars that were custom-designed to introduce the topic of ethical leadership to federal government and public service professionals, members of law enforcement, leaders in the non-profit and corporate sectors as well as educators and student-athletes. The seminars consist of highly-interactive sessions built around the themes of leading with purpose, ethical decision making, and the value of character. Clients included: U.S. Customs and Border Protection, University of Virginia Darden School Foundation, University of Maryland Robert H. Smith School Foundation, Bucknell University Bucknell Bison Leadership Academy, Travis Manion Foundation "Character Does Matter Program", Philadelphia Academy of School Leaders, and many others.

Provided program leadership and direction for UMD faculty, assistant directors, program managers and support staff in support of a five-year $2.4 million Federal Government contract with CBP. Delivered the CBP LI program, to over 160 senior managers (GS-15) annually. CBP LI Program sessions encompassed systems thinking, leadership communications, innovation, leading change, building trust, and emotional intelligence in order to prepare participants for increased levels of responsibility in CBP. Facilitated the day-to-day delivery of the CBP LI Program and personally designed and delivered sessions on Ethical Decision-Making, Political Savvy, and Managing Up. Coordinated and scheduled a cadre of ICF certified Executive Coaches as part of the CBP LI Executive Coaching Program. The purpose of the Executive Coaching Program was to provide a review and analysis of participant 360 degree feedback results and Gallup StrengthsFinder assessment and the development of an Individual Development Plan (IDP). Additional CBP LI program assessments included the Multifactor Leadership Questionnaire (MLQ), and the Gallup Q12 Employee Engagement Survey. The CBP LI Program was awarded the 2016 DHS Human Capital Award for Professional Excellence in Learning and Development and the 2017 "Outstanding Human Performance Intervention" award of the International Society for Performance Improvement (ISPI).

Manager of Customer Service Operations and Workforce Training for a learning science company and one of the "big three" educational publishers that provides customized educational content, software, and services for pre-K through postgraduate education. Led a team of fifteen in-house and remote Training Specialists and Instructional Systems Specialists to design, deliver, and evaluate a comprehensive training program that supported organizational business objectives and employee core competencies for 1000+ employees. The program included: determining training needs requirements by meeting with SME’s, business unit managers, and key stakeholders; conducting job task analysis; designing a training plan; and developing, implementing, and evaluating training sessions utilizing performance-based instructional systems design, adult learning principles, and Kirkpatrick’s Four-Level Evaluation model. Led the design, development, and delivery of training for Lean Six Sigma 5S Program and Behavior-Based Safety (BBS) Program for Customer Operations personnel across five geographically separated Distribution Center locations.

Served as the Marine Corps’ principle expert for performance-based instructional design and human performance improvement. Concurrently served as the Senior Education Officer and Occupational Field Sponsor for Graduate Education Programs for the U.S. Marine Corps with recruitment, selection, staff and faculty development, and policy formulation responsibilities. Led a diverse staff of military and Federal Government Service (GS) employees engaged in areas related to performance-based training management, and educational policy, management, and oversight with 3 direct reports. Oversaw the Marine Corps’ two faculty development schools with 2 direct reports and a combined 24-member staff that trained over 1400 military and civilian instructors, curriculum developers, and school administrators annually to include: course scheduling, course curriculum review, quota management, and personnel staffing with an annual budget of over $1 million.
