Combined Joint Task Force-Horn of Africa, headquartered in Djibouti, Africa, is the sole permanent U.S. military base on the continent. CJTF-HOA partners with African nations to counter violent extremist organizations on the continent and engages in security cooperation activities with its East African partners to increase security and stability and protect American interests both in Africa and around the globe. As the senior legal advisor to the Commander, the Staff Judge Advocate leads a staff of five Air Force, Army, and Marine Judge Advocates in providing timely, accurate and critical legal advice on all aspects of expeditionary military operations, including international and operational law, Rules of Engagement, fiscal and contracts law, professional ethics, standards of conduct, and military justice.

Naples, Italy

Provided legal advice and counsel to NATO Commander, Joint Forces Command, Italy. Assigned as liaison to Commander, Operation Unified Protector in direct support of combat operations in Libya. Advised Commander with regard to the Law of Armed Conflict and targeting decisions, applicable United Nations Security Counsel Resolutions, and human rights obligations pertaining to NATO air operations. Advised NATO maritime commanders with regard to legal obligations in support of Maritime Interdiction Operations associated with Operation Unified Protector. Performed related military legal duties as required.

Bagram Airfield, Afghanistan

As the Staff Judge Advocate for Commander, Task Force CINCINNATUS, under Combined Joint Task Force 82, I supervised legal operations and oversight for the largest U.S. military facility in Afghanistan, consisting of more than 14,000, U.S. and multi-national military and civilian personnel providing direct support to combat operations in Operation Enduring Freedom. In addition, I oversaw and coordinated Rule of Law development efforts for four Afghan provinces including Parwan, Bamyan, Panshir and Kapisa, resulting in the development of an Afghan criminal and civil judicial system, the construction of courthouses and government administration centers, a provincial prison, medical clinics, power generation facilities, roads and agricultural projects.

Bagram Airfield, Afghanistan

Responsible for legal oversight of all aspects of Bagram Airfield base operations, administration of military justice, approval for expenditure of Commander’s Emergency Response Program (CERP) funds, and management of Rule of Law programs and training in support of combat operations in four provinces of northeastern Afghanistan.

As a police officer in the uniformed patrol division, performed regular patrol duties, including traffic and criminal law enforcement, and public service, as required. Appointed as department Identification Officer, 1979-1980, responsible for technical crime scene investigations and custody and accountability for the department evidence vault.
