Serve as Supervisory Contract Specialist at a small US Government agency, headquartered in Chicago, IL. I am responsible for all aspects of Government contracting from:* Development of the Statement of Work for solicitations of many types of supplies and services* Preparation and posting of Requests for Proposals/Quotations for supplies and services for US Govt.* Receipt and negotiation of proposals resulting in award of US Government contracts* Administration, payment and eventual close-out of contracts* Supervise a team of contracting professionals, distributing and managing workloads to teamSupport agency objectives of trust fund management in the distribution of Railroad beneficiaries and retirees.

Contracting Officer and eventually, Chief of Procurement to solicit, negotiate, procure and manage contracts in support of hundreds of thousands of troops moving through theater in support of Operation Iraqi Freedom. Responsibilities included: all tasks associated with the deployment, sustainment, movement and redeployment of all military troops moving through theater. Included housing, feeding, communication, transportation, entertainment, protection and all aspects of troop sustainment in a hostile environment.Special skills include development of Scope of Work requirements, type of solicitation/contract vehicle determination, competitive market research, cost/price analysis and proposal evaluation, strong negotiation skills and award and management of resultant contract. Procurement experience included commodities from communication and transportation for military applications to high tech weapons systems and IT support. My Cost/Price analysis had a high degree of emphasis in Indirect Costs as a factor in the Total Cost of Ownership of products.

Managed multiple contracts for the deployment, training, operation, security and maintenance of Kuwaiti purchased US Equipment and Technology, in particular, F/A-18 aircraft, M1A2 tanks, Patriot Missiles, C-130 aircraft and Apache Helicopters. Responsibilities included: Contract management, program management duties, direct staff member to the US Ambassador to Kuwait, direct support to the Government of Kuwait in the management of programs, funding and contractor support of military programs. Arranged briefings to multi-national entities in support of program operations.

Provided top level Contract Cost/Price Analysis in support of Indirect contract costs (G&A, Overhead, Bid & Proposal, ADPE, etc) in support of military contracts with United Technologies, Pratt & Whitney products and services. P&W in West Palm Beach is heavy Engineering, R&D, Aerospace testing and technology in support of all military and NASA projects. In this position, I was the lead analyst and negotiator in support of the rate management. During the course of my tenure here, I was called upon by the Sec of Defense to support a special project to conduct analyses at the top 10 Defense Contractors for Overhead Reviews. As a result of my team, we reduced overhead costs paid by the US Taxpayers by hundreds of millions of dollars.

Managed multiple contracts in support of all military services (Army, Navy, Air Force, Marines, Coast Guard, Foreign Militaries) for any and all supplies and services required for the support of military personnel worldwide. Required specialized skills in logistics, business management, finance, international law, customs, etc. Responsibilities included: Contract Management, financial management, oversight of military requirements and operations, strong cost/price analysis background. Promoted and relocated back home to West Palm Beach area.
