Lead the $8.3b Sydney Metro Northwest Operations PPP since its inception in 2019. This involves steering a diverse team with a shared commitment to safety, customer satisfaction, asset management and efficient service delivery.Develop and lead the cross-functional integrated team to provide the full suite of activities required to manage the operations of Sydney Metro Northwest, including collaborating with the Project Delivery teams to implement suitable transition arrangements during the completion of project delivery activities.Provide senior leadership for the development of all necessary systems and processes to support Sydney Metro in its capacity as an informed, responsible and commercially astute counterparty of the Metro operating contract.Establish and maintain a constructive and collaborative relationship with key senior representatives of the PPP Contractor, to promote superior performance and delivery of required service to customers.Act as the Principal’s Representative for the Sydney Metro Northwest PPP Contract, following final completion of the construction works, and establish a contract management team with the necessary resources, processes, tools, and governance to meet all legal and regulatory requirements including as required by the Passenger Transport Act 2014.Lead the development and implementation of effective asset management to derive maximum whole of life benefits from the Government’s investment in the assets of Sydney Metro Northwest, including access, review and validation of asset management information provided by the PPP Contractor.Lead the identification of key risks and mitigations for Northwest operations including with regard to safety, service performance, customer experience, commercial, cost, and reputation.Lead the management of all ancillary contracts related to operations, including electricity supply and network connections, related financial derivative, and performance inspections.

Project Delivery Director responsible for the Brownfield conversion of the Bankstown line and Sydenham Junction to enable fully automated Metro services to operate from the Northwest and City to Bankstown. Determined business approach for large-scale major works packages, including pre-feasibility design, constructability, schedule, value engineering and risk. which consisted of a comprehensive upgrading program to replace obsolete rail technology, upgrade accessibility and corridor security, refurbishment of the station environment, and rehabilitation of rail infrastructure and civil assets. These works covered 11 stations, 13km of rail corridor and was situated adjacent to a live freight line, corridor utilities and an established community. Led and managed the activities of the major works team and appointed delivery contractors including the planning, management and construction of activities, and ensured timelines were met, works were fit for purpose and complied with statutory and legislative requirements.Developed detailed project budget and forecast cashflows / milestones from approved budget, recommended approval of costs and variations, monitored and controlled project costs, reported on expenditure and addressed any design, construction and program issues.Made complex judgements on strategy to achieve the 3 critical outcomes of customer service, safety and cost effectiveness.

Oversaw long-term operational planning which included providing strategic input to operationalstrategies, undertaking strategic rail planning, developing the network access strategy, the production of the Standard Working Timetable, Daily Working Timetable and planning future readiness. Planned and executed major operational test events to implement significant network changes.Led the operational delivery and implementation of a diverse range of complex multi-disciplinedprojects to increase capacity for service improvements within Sydney Trains including:- Sydney Metro Northwest operational readiness- Central Station track possession planning- Sydney Light Rail City & Southeast interface management- Management of the infrastructure delivery program for ‘More Trains More Services’ program- Deployment and testing of new trains: Waratah, Oscars and Sydney Growth Trains as well as variousfleet upgrade programs- Upgrade of the signalling control systems including the close of the busiest and most industriallyactive signal boxes on the Sydney Trains network (Sydney & Strathfield signal boxes)- Operational implementation and acceptance of the Digital Train Radio network to replace the oldanalogue system.Responsible for a team of 150 staff with an operating budget of $90M and revenue of $60M to plan,design and deliver daily timetables to meet changing customer and operational outcomes. This involvedresponsibility for:- Preparation of new train crew schedules for 3000 crew- Track possession program which enabled the delivery of an $800M annual works program- Special event planning and delivery for New Year’s Eve, Easter Show and Vivid- Development and execution of the replacement bus services during trackwork (annual control $30-45M)- Engagement with 15 different freight customers to modify access timings and administer contractswithin access agreements.

Led the design, development and implementation of new train timetables in Sydney; incorporatingsuburban, intercity and CountryLink passenger services, and interstate and intrastate freight trains.Coordinated bus services with timetables for ARTC (national rail access provider).Made complex judgements on strategy to achieve the 3 critical outcomes of customer service, safetyand cost effectiveness.Managed and approved track possessions, special events programs, specification of altered timetablesand bussing plans to support track work- Implemented 5 new timetables, which restored and progressively improved service reliability to above92% on time, whilst catering for 90,000 additional daily passenger trips.- Successfully designed and delivered the 2009 timetable integrating the Epping Chatswood Rail Link.- Transformed timetabling processes, and containment of business continuity risks.- Successfully delivered the World Youth Day rail transport task, including service coordination with busoperators.

- Led the coordination of the rail capital works program to support operating plans and growth initiatives in the largest ever program of its kind in the history of NSW railways at that time.- Implemented a portfolio approach to clearly define service objectives, which prioritised the $6B capitalprogram and enabled complementary projects to be linked to service outcomes.- Led the capital works programs for the delivery of Epping Chatswood Rail Link, Rail Clearways, Millennium and Oscar trains, and associated traction power upgrades.

Planned and developed short, medium and long term operating and infrastructure strategies to meetthe business objectives of RailCorp, spanning the broad areas of demand forecasting, transportplanning, timetabling, infrastructure & fleet planning, stabling, freight and economics.Developed major projects from concept through to design and project approvals phase, includingstakeholder, funding and statutory planning approvals.Established major rail infrastructure projects including the Rail Clearways Plan consisting of 15 railinfrastructure projects worth $1.018B.Developed the sectorisation strategy to simplify many of the complex interfaces within the Sydney railnetwork. The scope of the strategy focussed on operational improvements, but extended to theimprovement of business processes and organisational structure. Track and Civil Maintenance Engineer responsible for all aspects of delivery for the $21M Sydney South, Civil and Track Major Periodic Maintenance Program, involving the upgrade, reconfiguration, renewal, and repair of existing rail infrastructure for Western, South, Bankstown and Olympic Park lines as well as the Metropolitan Freight Network linking Sydney’s principal seaport, Port Botany to the rail network. Assets classes included track, turnouts, bridges, structures, cuttings & embankments, drainage, tunnels, pump stations, tunnel ventilation and fencing.Responsibility also included track and civil maintenance readiness for key lines leading and during up to the Sydney 2000 Olympic Games.
