South Western Region - Toowoomba

South Western Region which is a large and diverse region, headquartered in Toowoomba. The region spans the entire south west corner of Queensland from Toowoomba in the east, to a line just north of Augathella and across and down to the South Australian and New South Wales borders. Steve’s team, of approximately 600 staff, is responsible for providing the South Western Region community with fire, rescue, hazmat and emergency management services delivered through headquarters functions and 40 fire stations.Steve has an in depth knowledge and understanding of all aspects and disciplines of technical rescue and specialised operations, underpinned by many years of developing and delivering training, managing capability development and responding to diverse and challenging operational incidents.Steve is a Team Leader, and the International Program Manager for Australia Urban Search and Rescue Taskforce 1 (Queensland) with extensive operational and management experience in both the domestic and international context.He is an active member of the United Nations International Search and Rescue Advisory Group (INSARAG) community, working to improve preparedness, response and coordination of large scale, rapid onset disasters requiring structural collapse rescue capabilities. Steve has served many years on INSARAG Working Group's (Operations, Guidelines Review and Training Working Group's), and a registered International Classifier and Team Leader for INSARAG External Classifications. Steve has also been involved in Urban Search and Rescue Team Mentoring - aiding teams in their preparation, planning and progress towards INSARAG Classification.

Director State Operational Coordination Branch - Provision of strategic leadership, direction and guidance in an environment of change across all responsibility areas within the Branch including: State Disaster Coordination Centre Command (State Watch Desk and Meteorology Services); State Emergency Management Preparedness Command (EM Planning Unit, EM Exercising Unit, EM Readiness Unit); as well as the QFES State Operations Centre Unit.The Branch has a broad role across emergency management and QFES specific operations and ensures that QFES maintains a state of operational readiness to fulfil its role as described in the Disaster Management Act 2003, Fire and Emergency Services Act 1990 and the 2013-2014 State Disaster Management Plan. It has a focus on developing and exercising QFES's and the state's operational capability for emergency coordination and management.The Branch is responsible for state-wide monitoring and reporting on all disaster and emergency related issues impacting or potentially impacting Queensland within QFES and to all disaster management stakeholders. It is also responsible for the readiness and operation of the State Disaster Coordination Centre (SDCC) and the (QFES) State Operations Centre (SOC). These centres include all operational functions of command, operations, intelligence, planning, aviation, public information and logistics and the management of critical relationships with all levels of government and state agencies.

Director Disaster Management Branch (Feb 14 - Sept 14) - Responsible for areas including: State Disaster Coordination Centre Command (State Watch Desk Unit and Program Office) and the Disater Capability and Planning Command (State Planning Unit and State Capability Development Unit). Executive Manager Operational Capability Command - Responsible for four separate Units: the Operational Improvement Unit - which managers research and development for all uniform, PPC and equipment items; the State Coordination Unit - which managers the State Operations Centre; the Doctrine and Planning Unit - which managers organisational Doctrine and Major Events Planning; and the Geographic Information Systems Unit (this Unit recently transitioned to PSBA) - which managers all spatial analysis, data, mapping and user interface tools. All units deliver statewide services critical to the conduct of Queensland Fire and Emergency Services operations

Project Manager - Queensland Floods Commission of Inquiry Implementation Team. Responsible for researching, developing and implementing all findings and recommendations of Commission of Inquiry relating to Queensland Fire and Rescue Service.State Manager Technical Rescue - Responsible for operations; training; policy; research and development; and equipment selection and procurement for all Technical Rescue disciplines. Also responsible for capability development and training site design and development. Disciplines include Urban Search and Rescue - Program Manager, Australia USAR Taskforce 1, Swiftwater Rescue, Vertical Rescue, Confined Space Rescue, Trench Rescue, Rapid Damage Assessment, Logistical Support Capability, Large Animal Rescue and Bariatric Rescue.
