Stephen Temple is visiting Professor at the University of Surrey 5GIC/6GIC, advisor to the head of department on mobile generation change strategy, spectrum policy issues, regulation/innovation alignment and Technical Secretary to their Strategy Advisory Board.

His track record in spectrum began in 1971 when he represented the UK at the ITU 1971 Space Conference on spectrum sharing between earth stations and radio relays. He has since been responsible for two groundbreaking advances in mobile spectrum. He was the first government policy official in the world to bring about the use of a band above 1 GHz for cellular mobile (1800 MHz), that at the time nobody thought was economically feasible. He was first to propose that 5G could not run on just one spectrum band at 28 GHz and came up with the proposal for three 5G pioneer bands, later adopted across Europe. Whilst in the Home Office he planned the change of emergency services radio networks from low to high band VHF. Mastered of the art of leveraging mobile spectrum opportunities to secure step change improvements in national wireless infrastructures (GSM and DTT)

In the private sector he pioneered ntl’s (now Virgin) broadband Internet, harmonised the digital cable TV platforms of merged cable TV companies and become MD of their networks division. He was later director of special projects in Vodafone's HQ Corporate Strategy where he worked on their broadband and innovation strategies.

His past accomplishment, as a senior offiical in the UK Department of Industry, was changing the face of the global mobile industry through creating the next generation technology approach to mobile innovation in the way GSM was established through:(1) Ensuring spectrum was set aside for its introduction (900 MHz, 1800 MHz and 38 GHz for backhaul)(2) Opened up standards making to the entire industrial eco-system (co-creator of ETSI’s constitution)(3) Brought all the European mobile network operators behind a synchronised roll out of the new networks (Wrote GSM Memorandum of Understanding)(4) Delayed digital mobile broadband standardisation in ETSI until narrow band digital mobile (2G) had secured its critical mass thus establishing the ten year sequencing of mobile technology advances (His ruling as Chairman of ETSI Technical Assembly)He is probably the only person in the world who has been involved in various capacities in 1G, 2G, 3G, 4G, 5G and now 6G. He was also the driving force behind Digital Terrestrial TV and Digital Audio Broadcasting starting in the UK and was the creator of the multiplex provider sitting between the broadcaster and viewers.
