Should the situation warrant additional support I am positioned to call on a number of retired federal professionals to assist in the successful completion of a task order.

2003- 2006 Project Executive for E-Authentication, General Services Administration, Federal Acquisition Service (FAS)As the Project Executive for the E-Authentication Initiative, a key component of the President's Management Agenda, I had total responsibility for the implementation of the E-Authentication Identity Federation. The Federation was the culmination of Government and Industry cooperation in the formation of an identity services infrastructure based on technical, business, and policy interoperability. I led a staff of government and contractor personnel from concept to development of a standards based architecture that used proven, commercially available, open standards based products. Planned, organized and conducted capital planning, strategic planning, change management, customer relationship management and business development. Position required executive level interaction with Office of Management and Budget, Agency executives, Senior financial industry executives, and an Executive Steering Committee.

As the Program Executive for the E-Authentication Initiative I had total responsibility for establishing a Federated Identity solution to improve the delivery of services in the G2B, G2C, G2G, and internally to the Federal Government. This initiative was the key component in the President's Management Agenda as it related to the expansion of E-Gov.

included initiating a new product line within the FTS for Reverse Auctions. Managed a team that accomplished several highly successful and visible reverse auctions for IT products for the Department of Defense and aircraft parts for the Coast Guard. Each auction resulted in significant savings ranging from 15% to 30% over published prices. The successful launch of Buyers.Gov became a product line in the IT Services business line within FTS. I received a Government Computer News Federal 100 award for the success of the program.

Served as the leader of a multi-disciplined team of acquisition and technical experts in all aspects of contracting, ranging from pre-award, award, administration, and closeout. Contracting actions included some of the most highly visible Army contracts: JCALS, JTRS, BCTP, and others. I also served in a business development capacity in soliciting Defense agencies to use the services of the CECOM Acquisition Center - Washington. I successfully recruited the Pentagon Single Agency Manager, Army Material Command, and Joint Tactical Radio to bring acquisition work to CECOM. I awarded the Army's first Blanket Purchase Agreement (BPA) for Army Corporate Enterprise Solutions (ACES). I was named CECOM Employee of the Year and received an Army Achievement Medal.

During this period I served as a computer specialist during the critical operational capability demonstration phase of the Reserve Component Automation System (RCAS). I was the onsite Army representative for the demonstration phase which led to contract award. This required briefing/interaction with corporate and well as Flag level personnel. I also served as the senior analyst in the office of Acquisition and Review and was responsible for ensuring that Army activities were following the appropriate regulations in the attainment of IT products and services. I received a Commander's Award Medal.

Served as the Operations Manager for the Army's largest data center. Duties consisted of monitoring systems operation, availability, maintenance, physical configuration, physical plant (AC, Electrical), data center planning, de-installation of IBM S360 and installation of Amdahl 5880 S370 equivalents. Position required knowledge of IBM systems architecture, ability to discern errors from non-oem equipment suppliers and devise strategies to increase systems availability and reliability. I Received a Commander's Award Medal for my efforts.
