The FSA branch is a 6 person team that has responsibility of the management of Structure and Manpower Allocation System (SAMAS), Structure and Composition System (SACS) and UIC Management/Registration. This branch was newly built to re-form a previous capability within the division. The team will maintain all current systems while assisting in transition to the new Global Force Management (GFM) system that will replace the aforementioned systems as well as Force Management System – Web (FMSweb). Within SACS, continued process improvement to look for efficiencies in running the report while increasing accuracy in its output. Developed a process to use unapproved planning data to create an excursion capability for Force Structure Review (FSR) with Total Army Analysis (TAA). Provided guidance and assisted in the development of a new training plan for incoming members of DAMO-FMP with for SAMAS as well as SACS. Supported the United States Army Force Management School and the HQDA G-8 by providing instruction on both SAMAS and SACS. Coordinated across the Army Staff in data integration issues effecting the ability for the Joint Staff to view Army planning and movement data.

Deputy Global Force Management

Al Udeid Air Base, Qatar

Served as the Deputy Director of Global Force Management, United States Forces – Afghanistan (USFOR-A) and Defense Security Cooperation Management Office – Afghanistan (DSCMO-A) while at both Al Udeid Air Base, Qatar and Resolute Support Headquarters, Afghanistan. The primary focus of this position was to manage the Joint Force Management (JFM) branch which supported all development and management of requirements for force structure in Afghanistan. This team was responsible for writing, staffing, and briefing all Request For Forces (RFF) to the USFOR-A J3 and J5. After submission to United States Central Command (CENTCOM), we were responsible for tracking the requirements within Joint Capability Requirements Manager (JCRM) and Force Requirements Enhanced Database (FRED). Worked with the Operational Needs Statements (ONS) team providing support for the weekly requirements working group. Worked with members of USFOR-A FWD, Special Operations Command – Central (SOCCENT) and DSCMO-A to create Joint Manning Documents (JMD) for both DSCMO-A and USFOR-A FWD. Managed the Temporary Enabling Force (TEF) structure in theater to ensure strength caps were not broken with the flow of forces in and out of country. Assisted in the planning efforts of the USFOR-A J3 and J5 in the withdrawal of forces within Afghanistan. This was done by coordinating with CENTCOM in the creation of the proper redeployment orders (REDEPORDS) in order to meet the required movement windows for units. Upon the completion of withdrawal of forces from the Combined Joint Operations Area – Afghanistan (CJOA-A), worked daily with CENTCOM to ensure all Force Tracking Numbers (FTN) were closed within JCRM. Supported Operation Allies Refuge in Qatar to assist with the reception, in-processing, housing and movement of over 55,000 evacuees transitioning through Al Udeid Air Base.

Continued as the Structure and Composition System (SACS) functional analyst and team lead role from previous assignment. Worked with stakeholders across the Army Headquarters in additional report development and data analysis. Served as a force management data point of contact for the Army G-3. Provided instruction at the Force Management Schoolhouse on SACS, Structure and Manpower Allocation System (SAMAS), and force management data relationships. Developed training for both HQDA and other stakeholders on force management process and data.

Serves as the division point of contact for the Department of the Army Resource Priority List (DARPL) and its application within SACS.

Deployed for to Resolute Support Headquarters supporting the Afghanistan Ministry of Interior (MoI) and Ministry of Defense (MoD). Worked as a member of CDD as they surged capability to support President Ghani's Afghan National Defense Security Force (ANDSF) Roadmap. This roadmap consisted of increasing the capacity and capability within the Afghan Special Forces, creation of National and Regional Joint Command Headquarters and transferring the Afghan National Civil Order Police and Afghan Border Police to the MoD. Worked hand in hand with members of the MoD and MoI force management teams to develop weapon strategies and informed decision makers on potential shortfalls and efficiencies compared to the current strategy. Worked daily with the Afghan MoI Tashkil team to reconcile data issues and assist in documentation of the 1397 publication of their authorization document. This task was crucial in the launching of the Afghan Personnel Pay System (APPS) to have a single source to both manage authorizations and pay for the MoI.
