While at Atlas Research Stephen worked on a number of projects supporting government clients such as the Center for Medicare and Medicaid Services' Innovation Accelerator Program, CMS' Center for Consumer Information and Insurance Oversight, and the Office of Population Affairs.

Working within Booz Allen Hamilton's Civil and Commercial Group (CCG), I help many managerial positions. For example, I was the Project Manager for the Center for Medicare and Medicaid (CMS) – Independent Evaluation Center (IEC). The IEC is responsible for evaluating the impact of the Quality Innovation Network – Quality Improvement Organization (QIN-QIO) Program. In this role, I supported the Program Director in managing the day-to-day activities of the contract. Tasks included oversight of the project timeline and budget, management of subcontractors, and quality assurance. I also oversaw the IEC's Data Management and Analysis Team. This team was responsible for all data management and analysis activities performed under the IEC contract including accessing and downloading data from CMS’s secure data repositories such as the Chronic Conditions Warehouse (CCW), Virtual Research Data Center (VRDC), and the Integrated Data repository (IDR), cleaning and validating these data, linking disparate datasets using unique identifiers, developing flat analytic files, and statistical analysis. In addition to the IEC contract, I also supported two other evaluations of CMS programs. These were evaluations of CMS's Partnership for Patients 2.0 and 3.0. In both instances, we introduced a number of innovative approaches to data analysis including the use of Market Share Analysis (MSA). MSA provides an approach to determining the attributable impact of a large scale program on an outcome measure of interest in situations where entities are exposed to multiple competing programs and no control group can be constructed. Finally, I supported the efforts of the CDC, Ipsos and Emory University in developing a new behavioral surveillance tool targeting transgender women; a population that is at high risk for HIV/AIDS.

During my eight plus year tenure at MANILA Consulting I worked as Program Director, Principle Investigator, Technical Director, and Project Manager on a plethora of projects for Federal Government clients including the Agency for Healthcare Research and Quality (AHRQ), the Centers for Disease Control and Prevention (CDC), the Substance Abuse and Mental Health Services Administration (SAMHSA), the Centers for Medicare and Medicaid Services (CMS), Department of Social Services (DSS), the Department of Transport (DOT), and the Department of Defense (DOD). Of particular interest, I was Project Director for CDC's Web-based MSM Behavioral Surveillance Project (now run out of Emory University's Rollins School of Public Health as the American Men's Internet Survey [AMIS]). I was also Principle Investigator on an American Reinvestment and Recovery Act (ARRA) funded randomized controlled trial commissioned by SAMHSA, Program Director for two contracts with DOT, and Technical Director on two CDC IDIQ contracts (one with DHAP, the other with the Division of Reproductive Health [DRH]). During my seven plus year tenure at the ECRI Institute, I led over 40 projects and served on many review and oversight panels for numerous projects. I gained practical experience in a vast array of quantitative techniques ranging from simple statistical analyses of treatment and diagnostic effectiveness data to more complicated meta-analytical techniques, such as summary ROC analysis of diagnostic data, meta-regression, and hierarchical linear modeling. I lectured extensively on the role of systematic review in medical decision-making and policy to clients of the ECRI Institute, including government agencies (AHRQ, CMS, CDC and DSS), health plans, and medical device manufacturers.
