Stephen holds a B.A. in Sociology at the University of Alberta, and an M.A. in Justice Studies from Royal Roads University with a focus on hate crimes and extremism. He has lectured at both undergraduate and graduate university classes. He has created and co-created hate crime training and educational modules for the Canadian Knowledge Police Network, The Alberta Government, MacEwan University, The Edmonton Police Service, the Organization for the Prevention of Violence and The Alberta Hate Crimes Committee. He assists and leads local/provincial/federal government, police and NGO's with strategies, policy, legislative reform, competencies, and capacity to improve hate crime response. Stephen worked 30 years with the Edmonton Police Service retiring as a staff sergeant, and worked and managed investigative units such as Hate Crimes, Homicide and Internet Child Exploitation. Stephen was the co-creator of the Edmonton Police Service Chief's Advisory Council, and Hate Crime Unit where he investigated hate crime, hate propaganda offences and infiltrated and dismantled White Supremacist/Neo Nazi organizations as an online undercover operator. Also, he was the primary police investigator which led to Canada Human Rights convictions against a White Supremacist/Neo Nazi Organization. The decision resulted in the "Hallmarks of Hate" case law which provides insight into the assessment of defining hate speech in Canada. He was the co-developer of the Alberta Hate Crimes Committee where he served as president, and continues to volunteer as the police liaison.
