Dulcian is an IT consulting organization specializing in development of business rules-based systems for the Oracle environment and whose key clients include a foreign government and US federal and state government agencies.Responsible for data security, administration of computing infrastructure and telephone system, and management of the physical plant, including primary and backup power and HVAC. • Led the administration of the Dulcian network to a 2½-year safety record with no significant business interruptions.• Identified and solved network issues. • Persistent and diligent in uncovering all possible contributors to a problem., e.g., Active Directory replication issues among domain controllers, thus preventing network degradation and potential data loss or failure, with significant compromise to Dulcian’s ability to provide technical support to users in all 50 states.• Created plan to replace two obsolete domain controllers while maintaining production.• Strengthened disaster recovery protocols by creating a plan to enhance data security using Distributed File System Replication to make real-time backups. Conducted feasibility demonstration and executed initial steps of implementation.

Responsible for final stages of implementation of an Oracle-based accounting system (SABRS) used by New York State Office of Alcoholism and Substance Abuse Services (OASAS) to evaluate budgets and funding claims submitted by over one thousand service-provider agencies. System was efficient and highly durable with minimal scope creep and requirements changes.• After Rollout, successfully performed Service Delivery Manager role with business partners to understand and document detailed rules and requirements for enhancement of the system and communicate them to the development group at Dulcian. This contributed to strong credibility for Dulcian among business management, business users and technical users.

• Contributed to initial development of an Oracle-based Laboratory Information System. • Developed a suite of unit test procedures as a proof of concept to verify against user and functional requirements all dependent stored procedures simultaneously with each customization package. • Created a way to display an alert to developers of any unintended consequences of a code change.

• Responsible for testing early versions of Business Rules Information Manager (BRIM), an enterprise development environment created by Dulcian Inc. • Pinpointed and documented bugs in developmental versions of BRIM’s UML Class Diagram and State Transition Diagram. BRIM is now a crucial tool supporting Dulcian’s flexible approach to building systems.

• Successfully implemented, for ExxonMobil Biomedical Sciences Inc., an Oracle-based Laboratory Information Management System with customized functionality and a library of customized Oracle Reports to replace a legacy system certain to fail in Year 2000. • Prevented interruption in analysis of as many as 250 environmental exposure measurement devices and bulk samples received per day from various ExxonMobil facilities.
