Responsible for planning comprehensive programs for the operation, maintenance, repair and improvement of the boiler plant, chiller plant, building control systems. Establishes work schedules and plans to accomplish mission of performing recurring and nonrecurring work to maintain each system in a dependable and efficient manner without disruption of vital services since each systems is self-contained without backup support through outside utility contracts. Plans use of subordinate workers, equipment, facilities and materials on a day-to-day, week-to-week or project-by-project basis. Organizes and directs all assigned resources, determines operating and maintenance requirements, forecasts supply, materials and manpower requirements, schedules any equipment shutdown for minimum interference of staff and visitors. Maintains short and long range plans for equipment overhaul, updates or replacements. Modifies and installs new systems to meet the increasing demands of the staff. This includes designing, sizing and selecting equipment and materials to meet the requirements of specialized programs. Maintains an updated plan for emergency back-up services for the Plumbing Shop, Boiler Plant and Chiller Plant in case of permanent equipment failure. Prepares detailed job estimates, complete with itemized breakdown of type of labor and materials required. Identifies, prepares, inputs and monitors service contracts.Develops statements of work for contracts and prepares RFQs for bids.

Mr. Moran was a Maintenance Technician responsible for the maintenance of several historic mixed-use properties in downtown Baltimore. His tasks included apartment turn-over preparation, carpentry work, repairing and re-keying locks, general plumbing, repairing major appliances and servicing and maintaining heating and air conditioning and electrical systems. Mr. Moran worked closely with the property managers preparing the annual budget and was also responsible for maintaining inventories of parts and supplies
