On Capitol Hill, I served as the health policy staff director for the U.S. Senate Committee on Health, Education, Labor and Pensions. As the top health policy aide to the committee chairman, I led a team of seasoned professionals in drafting and negotiating high-profile bills into law, including major FDA reforms and a sweeping public health preparedness bill that proved critical to our nation’s biomedical response to the COVID-19 pandemic.I’ve also served as CEO of two health care industry associations, run federal government affairs for a Fortune 50 health benefits company, and co-led the health care practice at one of Washington's largest lobbying and public relations firms.I've appeared on national television and radio and in print media as an commentator and industry spokesman. Principal And Practice Co-ChairPodesta Group 2009 - 2014Washington, Dc, UsI was promoted to co-chair the health care practice at one of the largest lobbying firms in Washington, where I generated nearly $1.5 million in additional annual revenues for the firm. The new clients I added to the firm's roster included multiple Fortune 500 biopharmaceutical and health care companies, a small biotech company, and a major chemical industry association.I led projects that ended in successful resolution of issues for clients, from withdrawal of an unworkable proposed regulation for clinical laboratories to resolution of a TRICARE certification dispute for a regional hospital system. I represented the Chairman’s interests to Congressional staff, constituents, and special interest groups. I recruited and built a staff of 10 senior-level policy professionals to execute the Committee’s health policy agenda, which resulted in nearly 20 bills signed into law in one Congress across diverse subjects. My team led the investigation of the Vioxx recall and the subsequent legislative negotiations that led to a major bipartisan overhaul of FDA’s approach to drug safety: the Risk Evaluation and Mitigation Strategy (REMS) program. A New England Journal of Medicine article hailed it as “the most important drug-safety legislation in a century," and a 2013 Brookings Institution paper acknowledged that the REMS program has enabled FDA "to facilitate access to a host of drugs that may not have otherwise been approved and allow products to remain on the market with greater confidence."I also led the bipartisan team that drafted and negotiated the Pandemic and All-Hazards Preparedness Act, which created the Office of HHS Assistant Secretary for Preparedness and Response (ASPR) and the Biomedical Advanced Research and Development Authority (BARDA), both of which were central to the nation’s biomedical response to the COVID-19 pandemic.Our team advanced legislation across a variety of issue areas, including HIV/AIDS treatment, patient safety and quality improvement, umbilical cord blood banking, health information technology, radiation therapy and diagnostic imaging standards, genetic information non-discrimination, and tobacco regulation. -

I contributed ideas and amendments to high-profile legislation that created the Medicare Part D drug benefit and the President’s Emergency Plan for AIDS Relief (PEPFAR), as well as an update to the law governing pharmaceutical patents and generic drug competition (“Hatch-Waxman”). I developed and drafted innovative bipartisan legislation to support state-based alternative approaches to resolving medical malpractice cases.

Executive Director/CeoLong Term Care Pharmacy Alliance 2001 - 2002I helped create and lead an association comprised at the time of the five major national operators of pharmacies that serve nursing homes, assisted-living facilities, and other long-term care sites. I coordinated and directed the association’s federal and state advocacy campaigns, focusing primarily on ensuring adequate reimbursement from state Medicaid programs and the federal Medicare program for the specialized services provided by long-term care pharmacies.In my role, I created critical management and policy-setting systems for the organization, developed state-level chapters comprised of representatives from member companies in more than 20 states, and managed the activities of contract lobbyists in those same states. In doing so, I worked directly with the five member company CEOs and other senior company executives. I also directed the association's political activities, including the development of grassroots networks and coordination of polItical fundraisers.During my tenure, we successfully defeated or mitigated major reimbursement reductions in several states, including a more than $25 million budget victory for the sector in one year in Massachusetts. I coordinated the publication of the first study of the actual costs of drug dispensing in long-term care pharmacies. I developed the organization’s first budget (more than $2 million) and led the initiative to aggregate campaign support from member companies and executives in target states. I also oversaw the development of the organization’s Web site.

Executive Director/CeoMedical Device Manufacturers Association (Mdma) 1998 - 2002Washington, Dc, UsI led the national association that represents and serves the entrepreneurial sector of the U.S. medical technology industry. As executive director, I served as primary liaison to the legislative and executive branches of the federal government, while managing all aspects of the association’s agenda. Beyond legislative and regulatory affairs, my responsibilities included strategic planning, public relations, membership development, and membership education and services. In the first two years of my tenure, we doubled the association’s revenues. Over my four years at MDMA, we grew the association’s membership from 70 to more than 150 dues-paying members. We successfully developed strategies to build and expand the association’s relationships and influence with Congress, the Food and Drug Administration (FDA) and the Health Care Financing Administration (now CMS). During my tenure, we won legislative and regulatory battles:* against the imposition of medical-device user fees, * for transparency in the Medicare coverage and payment processes,* against the unlawful reprocessing of single-use medical devices by hospitals and third parties,* for the creation of a new FDA office to oversee the review of drug-device combination products, and* against the dominance of the major healthcare group purchasing organizations. I also helped raise the association's profile through national media appearances and through testifying before federal and state agencies and advisory committees. We developed a variety of new programs for association members, including the first series of national industry conferences focused on securing adequate reimbursement for medical technologies. I also supervised Web site and membership database redesign projects.I helped identify and recruit diverse new CEOs for the association’s board of directors, including the first woman and the first person of color to serve on the board. -
