Mr. Taylor is a proven leader with over 35 years of experience in information technology (IT), the Intelligence Community, and the Department of Defense. Experienced in strategic marketing, proposal and capture management, business operations, management of large teams, delivery of large IT programs, and international relations.He co-founded IC-CAP in 2014 and took the first year to develop the corporate infrastructure to include implementing all necessary processes (security / human resources / administrative), establishing a great benefits plan to include group healthcare, insurances, and retirement.Now focused on the growth and development of the company Mr. Taylor leads our recruiting efforts, business development, and development of intellectual capital. He coordinated the delivery schedules for each of the capabilities, integration spirals, security requirements, documentation requirements, and testing schedule with the Independent Test Authority for the Defense Intelligence Agency.Mr. Taylor was the Project Manager for the DJIOC OverWatch project and is responsible for coordinating the policies and resources to ensure successful delivery of this AJAX Web 2.0 based presentation layer for the DoDIIS Service Oriented Architecture (SOA). Mr. Taylor leveraged his knowledge of the DIA/DS processes to ensure that a comprehensive work breakdown structure was in place to manage the work and ensure a successful delivery. He coordinated with the various organizations to ensure that this product was loosely coupled and worked efficiently with the layers in the DoDIIS SOA. Mr. Taylor was the Project Manager for the GDIP Community Enterprise Portal (ePortal) project and was responsible for providing the direction and vision for portal development throughout DoDIIS, building a community based governance model for portal development, implementing process, and leading the ePortal team through the software development lifecycle. Mr. Taylor leveraged industry best practices to improve processes, lower development costs, and increase the number and quality of deliveries.

Responsible for contributions in the international arena that directly achieved United States military objectives in establishing and maintaining the air bridge to Somalia during humanitarian actions in Operation Restore Hope.
