Mr. Taylor is co-founder of IC-CAP LLC, a HUBZone and Woman Owned small business focused on the technology, infrastructure, data, and tactics for providing intelligence analysis. Mr. Taylor provided the strategic direction and tactical delivery of NuWave's capabilities within the Intelligence Community (IC) to include the service agencies and Department of Homeland Security. He had overall P&L responsibilities and was accountable for strategic marketing and business operations planning. He was responsible for creating and maintaining client relationships, building an understanding of the client needs, and developing the initial concepts for the development of intellectual capital to meet those needs. Mr. Taylor led all business development pursuits, capture and proposals efforts and was directly responsible for NuWave’s capture and teaming relationships on the Agile Application Development and Deployment Capabilities (AADDC) contract at NGA, the Coliseum contract at DIA, and growing the NEXSYS contract at DIA. Mr. Taylor continues to work with NuWave Solutions as a consultant since departing their employment.

Mr. Taylor was responsible for creating and refining the business development processes at NuWave Solutions. He implemented proven capture methodologies and proposal processes which assisted in nearly doubling NuWave’s sales in the first year. He was also responsible for NuWave’s delivery within the IC to include work on DIA’s Cross Domain Intelligence Repository (CDIR), CHROME, Watchdog, and NEXSYS Integration and Test Team, along with NGA’s Integrated Analytic Framework, and a NSA project.

Mr. Taylor was responsible for strategy, capture, and proposal development efforts within the DIA CIO office for Service Oriented Architecture (SOA) programs. He led the capture and proposal effort for the All Source Integration Service (ASIS) contract. He also performed capture and led the proposal efforts for the win of the DoDIIS SOA Framework and WII contracts. He served as the Program Manager for each of the above efforts. Mr. Taylor also participated in a variety of other proposal efforts for Booz Allen in the roles of Proposal Manager, writer, cost lead, resume lead, past performance lead, and compliance lead. He was responsible for the successful delivery of six projects under (ASIS) contract to include the delivery of components across multiple contract vehicles. Mr. Taylor has continued to work with Booz Allen as a sub contractor and consultant since departing their employment.

Mr. Taylor managed large scale projects for the Defense Intelligence Agency that were focused on providing the presentation layer for the DoD Intelligence Information System (DoDIIS). He provided guidance on managing the presentation layer to include developing governance, design and coding standards, and best development practices. Mr. Taylor was the Solutions, Integration, and Deployment contract’s SOA PM. He was responsible for assisting the client in developing strategies and architectures for delivering a multitude of capabilities for policy makers, analysts, collectors, and the warfighters. He coordinated the delivery schedules for each of the capabilities, integration spirals, security requirements, documentation requirements, and testing schedule with the Independent Test Authority for the Defense Intelligence Agency.Mr. Taylor was the Project Manager for the DJIOC OverWatch project and is responsible for coordinating the policies and resources to ensure successful delivery of this AJAX Web 2.0 based presentation layer for the DoDIIS Service Oriented Architecture (SOA). Mr. Taylor leveraged his knowledge of the DIA/DS processes to ensure that a comprehensive work breakdown structure was in place to manage the work and ensure a successful delivery. He coordinated with the various organizations to ensure that this product was loosely coupled and worked efficiently with the layers in the DoDIIS SOA. Mr. Taylor was the Project Manager for the GDIP Community Enterprise Portal (ePortal) project and was responsible for providing the direction and vision for portal development throughout DoDIIS, building a community based governance model for portal development, implementing process, and leading the ePortal team through the software development lifecycle. Mr. Taylor leveraged industry best practices to improve processes, lower development costs, and increase the number and quality of deliveries.

Mr. Taylor was the IT Program Manager for the International Airmen Division, Undersecretary of the Air Force for International Affairs. He reviewed business processes to leverage industry best practices and improve daily operations. He was responsible for every phase of the design, development, and implementation of applications associated with these business processes. Responsible for the requirements analysis, design, and development the Air Force’s Foreign Area Officer (FAO) web application. This application provided officers throughout the world a process to apply for FAO programs via the internet and electronically route their applications for approval.Establishing the information management architecture for the DIA’s Defense Attaché Office, American Embassy, Madrid, Spain, providing vital elements supporting our nation’s senior leadership, with timely information required to address national security and defense issues.Managing the installation of three networks in the DIA’s Defense Attaché Offices at the American Embassies in Madrid Spain and Cairo Egypt. Development of Internet Applications for the integration and dissemination of data using web technologies to ensure a continuous and real time flow of data between American Embassies and the Defense Intelligence Agency (DIA). Responsible for contributions in the international arena that directly achieved United States military objectives in establishing and maintaining the air bridge to Somalia during humanitarian actions in Operation Restore Hope.
