Foundational to this success was a strategic planning effort encompassing 27 different stakeholder organizations across federal, state, and local governments.Consensus BuildingCreating consensus on common goals and action when parties are competing for limited resources, delivering improved individual and overall outcomes.Example: As the Manager of Transportation for the largest port in the U.S., I led port staff in the successful multi-agency effort to build the $2.2 billion Alameda Corridor project connecting the ports of Long Beach and Los Angeles to the transcontinental rail system. This included assessing strategic and competitive issues, developing the project financial plan, and negotiating operating agreements with three competing national railroads. To build consensus for federal support, I directed research and authored “The National Economic Significance of the Alameda Corridor,” and briefed the White House, Congressional panels, and a special forum of the CIA on findings.Decision AnalysisTackling complex data, process, and/or operational challenges by reducing them to their key elements, enabling precision decision-making based on a clear presentation of alternatives, impacts and risks.Example: By identifying and isolating the principal high-impact variables, I transformed a multi-day full-team budget forecasting process into a 20-minute desktop exercise delivering results with the same confidence levels.
