Augusta, Georgia Area

Program manager for US Army Signal, Cyber, and Electronic Warfare doctrine and lessons learned. Supervised a team of 40 government and contract personnel in the development and production of 22 US Army doctrine publications and rapid dissemination of lessons learned and best practices. Managed a $3.4M contract and travel budget and maximized return on investment for the Cyber Center of Excellence. Served as editor-in-chief for 22 US Army doctrine publications for cyberspace, electronic warfare, and signal operations that are revised on an 18-month cycle. Managed a team of doctrine writers, ensuring they meet milestones to stay on schedule. Managed a lessons learned and best practices program that produced guides and checklists to improve cybersecurity, signal operations and maintenance, and response to cyber attacks.Major accomplishments include:● Developed the Cyber Center of Excellence Lessons Learned Forum to actively identify and solve problems in signal, cyberspace, and electronic warfare operations.● Increased the marketing of doctrine publications and employed analytics to determine the success of the marketing program; increased downloads of publications by 30% in the first year.● Teamed with the Knowledge Management Division to improve publication and dissemination of validated lessons learned products.● Selected and hired employees for 3 mid- and senior-level positions in the Doctrine Division.● Selected and onboarded a new contract for the Lessons and Best Practices Branch.

Augusta, Georgia Area

Led a 25-person team providing defensive cyber operations (DCO) and cybersecurity support to a Geographic Combatant Command (equivalent to a Fortune 100 company). Managed a team of highly-skilled cybersecurity experts that used internal intelligence analysis to protect the organization's mission critical IT systems against specific threats. Provided strategic vision for the team, improving the ability to support the command by restructuring the team to meet the command's requirements. The ideas that I implemented were later adopted by the rest of the US Army Cyber Protection Teams. Worked closely with the Director of Command, Control, Communications and Computer Systems (CIO), providing written assessments of the command's cybersecurity posture. In addition to planning and managing cybersecurity operations, managed the training, personnel actions, and resourcing of the team. Built an enduring team culture while innovating at the organizational level and encouraging technical innovation.Major accomplishments include:● Adjusted mission set (support role) with the supported command (customer) to meet requirements and provide more effective and efficient support for defensive cyberspace operations.● Innovated organizational structure to double the number of missions executed for the supported command while providing more time for technical training and mission preparation.● Proposed and developed new concepts for Army defensive cyberspace operations, including remote operations and continuous network monitoring.

Kansas City, Missouri Area

Developed concepts and requirements to provide solutions for the Army's next-generation command post. Collected observations from command posts in operation, noting issues with facilities, IT systems, and interaction of personnel. With these observations, developed requirements to improve command posts, including systems that were more energy efficient and could be rapidly displaced. Worked closely with an industry partner to introduce a secure wireless system in an Army experiment. Worked closely with leaders from two Army units, improving their field command post setup techniques. In both cases, I was able to reduce the time required to set up their field command posts by half.

Hawaiian Islands

Provided technical leadership and management of a 9-person team of IT professionals. Led the team in help desk support for a 1000-person Army headquarters organization. Provided support for Microsoft Active Directory, local area networking, and video teleconferencing. Established a new team, providing a vision and setting strategic priorities while assuming responsibilities previously undertaken by other organizations. Responsible for the lifecycle management of all IT equipment and prioritized requests for new purchases of IT systems and software for the headquarters, managing an IT budget of $500,000 per year.

Led infantry units ranging in size from 15 to 180 people while serving as a Rifle Platoon Leader, Anti-Tank Platoon Leader, and Company Commander. Commanded a headquarters company, providing vision and leadership while planning and managing unit operations in preparation for and during combat operations. Managed the day-to-day operations of 500-person forward operating base. Additionally served as a human resource manager and logistics officer for two 900-person organizations, managing a staff of 8 to 10 people in each of those roles.
