Belfanti, Jr. 107th Legislative District focused on the promotion of the American Clean Energy and Security Act through creation of clean energy jobs and economic development of the Lower Anthracite Region. Goal was to brand the Anthracite Region on energy and enhance the economic, environmental, and energy security.Some of my key accomplishments include:  Promoted commercial development of clean, indigenous forms of green and alternative energy. Developed and implemented strategic planning for creation of a business incubator based on renewable/alternative energy.  Formed strategic alliances with groups such as Drexel and Bucknell Universities, SEDA-COG, international and national green businesses and other stakeholders to create pilot Energy and Efficiency Center for new job creation.

Developed and implemented strategic planning for creation of a business incubator based on renewable/alternative energy known as the Keystone Energy Technology Enterprise Center (KETEC). Forming strategic alliances with groups such as Drexel University, SEDA-COG, international and national green businesses and other stakeholders to create an Energy and Efficiency Center which will become the hub for new job creation. The goal was to brand the Anthracite Region on energy and enhance the economic, environmental, and energy security by promoting commercial development of clean, indigenous forms of green and alternative energy. The project was an entrepreneurial initiative to create a high-tech business platform for economic development.

Managed the compliance and enforcement actions within the 14-county regional area of Northcentral DEP Office for the Waste Management Program. The Waste Management Program's area of responsibility within DEP includes oversight of facilities which generate, manage, and dispose of municipal, residual, and hazardous waste. Some of my key accomplishments include:  Synchronized enforcement actions within specified programs to maintain compliance with the Solid Waste Management Act (SWMA).  Held full accountability as senior advisor to field staff on methods of investigation and inspection techniques for obtaining evidence developing cases in preparation for legal proceedings.  Provided interagency coordination between DEP Central Office, Regional Offices statewide, other state bureaus and state agencies to resolve cases involving these parties.  Acted as a liaison to coordinate activities related to environmental laws and interpretation of laws.

Successfully facilitated the development of program policies for negotiations with the Russian Federation and Russian private enterprises for conducting business in Russia regarding the purchase of Highly Enriched Uranium (HEU). Handled and managed multi-million dollar governmental programs and honed international relations and program management skills whilst collaborating with federal and state agencies. Some of my key accomplishments include:  Provided oversight of $3.2 million technical and nuclear support services contracts.  Developed and managed intricate scientific and logistical activities designed to allow United States scientists and businessmen to conduct business in Russia including oversight of the development of non-destructive nuclear assay.  Orchestrated business delegations to Moscow and Yekaterinburg, Russia to finalize business agreements and conclude contract negotiations with Russian private enterprise.  Designated United States technical expert to several International Committees including the United Nations (Geneva, Switzerland) Committee on the Peaceful Uses of Outer Space and International Atomic Energy Agency (Vienna, Austria) Emergency Response Nuclear Powered Satellite.o Authored an International Guidance document which was published and received recognition as contributing technical expert to the committee from the United States.  Spearheaded program reviews for assessing overall program execution, operations, performance, and regulatory compliance of nuclear programs.  Acted as Program manager for $6 million research and development project involving the production of a new Pu-238 nuclear heat source for electrical power production and a $3 million emergency preparedness and ground operations program in support of the National Aeronautics and Space Administration (NASA) at Kennedy Space Center.

Health Physicist Winter 1987 - Spring 1990Inspection and Field Operations Performed independent audits of industrial, hospital, and university settings within the Commonwealth of Pennsylvania using radioactive materials and radiation producing equipment. Notify and advise users and facilities of results of inspections and surveys citing appropriate rules/regulations and pointing out corrective measures or remedial actions needed. Emergency Response and Planning Participated in technical assessments and drills for nuclear accidents/incidents involving nuclear power plants and other radiological emergencies within the Commonwealth of Pennsylvania. Served as emergency response team leader for hazardous material emergencies. Responded to transportation and industrial facility accidents/incidents involving all types and classes of chemical and hazardous materials. Initiated the implementation of remedial actions, and directed emergency response personnel in the cleanup of such incidents. Provided technical assistance to private sector in developing solutions to hazardous waste disposal.
