I am the Head of Technical Standards leading the Technical Standards Group for National Highways and the head of the specialism relating to United Kingdom Technical Standards for roads - The Design Manual for Roads and Bridges (DMRB) and the Manual of Contract Documents for Highway Works (MCHW). My Group is delivering the new MCHW (which includes the United Kingdom's Specification for Highways Works by March 2025 that will be used for construction and maintenance of all motorway and all-purpose trunk roads in the United Kingdom and often used by other road authorities in the UK and elsewhere in the world. To support this I am leading the continued development of world-leading software to support the collaborative development, review, approval and publication of the new MCHW. I lead the management of departures from standards process for National Highway and lead our involvement in the National Highway Sector Schemes that provides assured competency of operatives and organizations that work in the UK Highway Sector.

I am leading the implementation of the Review of the Design Manual for Roads and Bridges to improve the structure, usability and content. This involves a complete re-write of the DMRB by March 2020 utilising the latest technology for creation, management, publication and archiving of materials. I am leading the development of a innovative software called Collaborative Authoring and Review System (CARS) to assist in the development, peer review, approval, publication and archiving of DMRB content that will operate across the UK Trunk Road Authorities. In addition I am leading on the application of agile development techniques traditionally used for software development to the development of DMRB content to improve turnaround times.I lead on the policies on departure from standards and also lead on Highways England’s involvement in the National Highway Sector Schemes

I led the very successful demobilisation of the existing Asset Support Contract in Areas 6 & 8 and mobilised the new Asset Support Contract in a very challenging time frame. This is including the selection and recruitment of a number of contract negotiators and programme office staff followed by the redeployment of these staff and handover of the contract in to business as usual.

I am leading a project to update the structure , content and usability of the Design Manual for Roads and Bridges including new Collaborating Authoring and Review software system and applying agile development techniques to the development and publication of DMRB documents including deploying JIRA to assist workflows. I lead the provision of technical governance for Highways England, accounting for Statutory Regulations (including European) and industry best practice. I manage the Agency's overall programme for the production of technical documentation, including publish Agency technical standards, specification and guidance (DMRB, MCHW, HCDs, IANs, CHE Memos etc).

I lead a team of project sponsors to provide assurance that the routine maintenance activities (including incident response and winter service) are provided in accordance with the Asset Support Contracts and legislative requirements in Areas 6 and 8 across East Anglia. I am also responsible for ensuring that faults to roadside technology equipment are responded to promptly and effeciently.I also manage the programme of Pinch Point Schemes across Areas 6 and 8.

I lead and manage a team that ensures, through the East TechMAC contract, the availability of and deliver improvements to the variable message signs, signals and emergency telephones on motorways and trunk roads across the East of England. I am also the Framework Manager for Lot 2 (South) of the Asset Support Framework contract covering the South East, South West and East of England which delivers maintenance and improvement schemes that are individually valued up to £15m. My team is delivering "Pinch-Point" and "TIP" schemes to relieve traffic congestion at 4 locations in Area 8 with a total value of £19m through the Asset Support Framework Contract.

I am devising and delivering a strategy for the Highways Agency across England to re-engage with national, regional and local stakeholders to provide information to road users so that they can make informed decisions about their behaviour. I am also working with local safety camera liaison officers to enable them to deliver a review of safety cameras on the strategic road network.

I have built partnerships with key stakeholders to ensure the safe, efficient and secure passage of the Olympic Torch through the East of England. This included complex traffic management plans for closures on the strategic road network in Lowestoft, Luton and Dunstable. I was also the HA Event Silver Commander for the Torch in Luton and Dunstable. The Torch successfully passed through the Region without any major difficulties.

I lead and managed a team of project sponsors delivering improvement and maintenance schemes as well as routine maintenance and winter maintenance across the East of England. This was a temporary promotion whilst the post holder was away from the office.

I engaged consultants to prepare the tender documents and set up the systems with the existing contractors to supply the information required for the tender documents before handing to another project sponsor to actually prepare the tender documents.

I was responsible for ensuring that the quality and performance aspects of the Area 8 MAC contract were met including continuous improvement. This included auditing the ISO 9001 quality management system and successfully implementing a new performance management framework.

Negotiations with a developer to bring forward a complex s278 agreement to improve two junctions on the A14 in Suffolk. This included extensive dialogue with the Department for Transport's legal department and financial experts because of the complexity of the agreements. All successfully completed and handed to another project sponsor for the delivery of the construction works.

This was a new position to develop and deliver through partnership with key stakeholders a programme of road safety education, training and publicity initiatives across the East of England. This programme contributed to a significant reduction in the number of personal injury collisions. I represented the Agency at most Road Safety Partnerships in the Region.

Day to day management of part of the Area 8 road network including project sponsoring maintenance and improvement schemes. I was also the Local Network Management Scheme Programme Manager for the whole of Area 8

Leading a team of Route Performance Managers and Project Sponsors to manage the road network in Area 8. I was the Service Manager for the Area 8 MAC contract. This was a temporary promotion whilst the permanent post holder was on other duties.
