As a rail executive, Mr. Feil has experience in the private sector, where he held the position of General Manager and Vice President of the Hudson Bergen Light Rail System. Mr. Feil directed the $2 B operation (a DBOM), negotiated its first ever union contract, developed operating agreements with New Jersey Transit (owner) and negotiated these agreements into a five-year contract.
