High-level executive with forty (40) years of experience and service in public transportation, problem-solver, with background in engineering coupled with extensive business strategy, working with governmental entities, and labor-management experience including unions and bargaining negotiations. Ability to quickly evaluate organizational and operational challenges and resolve them, and to mitigate issues at all levels with speed and efficiency. Experience includes executive positions at the nation's two largest rail transit systems (New York MTA and Washington Metropolitan Area Transit Authority). During Mr. Feil's tenure as a Railroad/Transit Executive, he has managed some of the most complex projects, public, as well as private. Mr. Feil has experience as an executive in the areas of labor concepts agreements, particularly craft unions, and has a firm understanding of the Railway Labor Act. The high profile positions which were held by Mr. Feil, have equipped this senior executive with a wealth of knowledge regarding FRA regulations, operational expertise in railroad and transit operations, safety regulations for both public and employee safety, as well as customer service including commuter rail such as New Jersey Transit, Amtrak, and others.Mr. Feil was directly in charge of the commuter railroad at Staten Island (as Senior Vice President of Operations).
