  • Cornwall Council
    Future Economy Programme Lead
    Cornwall Council Jan 2015 - Apr 2016
    Cornwall
I previously managed the Future Economy strand of the EU strategic investment framework and additional projects that collectively form part of Cornwall and the Isles of Scillies approach to developing nascent technologies that it has a USP in. This programme level approach involved developing competitive calls for the European funding allocation to a value of over £100m including both the smart specialisation areas (digital economy, e-health, agri-tech, marine tech and space and aerospace) and low carbon technologies. This programme level approach ensured that the delivery of emerging technologies was managed in a coordinated, meaningful and measurable way. The ultimate aim of this programme was to provide strategic leadership that enabled Cornwall and the Isles of Scilly to exploit high value, knowledge based sectors that will lead to significant GVA growth and a re-profiling of the local economy. This role worked closely with the Local Enterprise Partnership and a number of strategic boards. As recognition of the prioneering work that was undertaken, the team won two national awards in 2015; the APSE 'Best Renewable/Energy Efficiency Initiative' and the Community Energy England 'Local Authority Partner' award. Additionally, the team also won the RegenSW Green Energy award for the Most Proactive Public Sector Body in November 2015.
  • Cornwall Council

This role also involved the direct management of an £10.5m budget, and a wider programme budget of £40m. I oversaw many firsts for Cornwall, including the Council's involvement in collective energy switching (nearly 3000 households switched) the first endorsement process for the green deal bringing in £50m pounds worth of investment and creating and supporting 140 jobs that treated over 2000 homes, developed a revolving loan fund for community renewable energy projects that delivered 4 major community projects that are up and running and provided oversight to the Council's carbon reduction programme. I also managed a successful bid for one of the most comprehensive rural electric vehicle infrastructure networks in Europe (38 chargepoints across Cornwall and Devon), and had the strategic client role for major economic initiatives linked to the development of offshore renewable, smart and geothermal technologies. The impact of the programme has been significant and it has received national recognition and awards for its achievements. The total value of these projects was in excess of £400m.

Tasked with being part of the team to develop the unitary bid, I co-authored the final bid and also led on a number of the new elements pertaining to a new approach to localism. This role was a multi-faceted change role, involving partner and public liaison, research, negotiation and institutional design. While doing this role I also completed my NGDP obligations.
