Steve is the Deputy CISO of Kaiser Permanente, one of the nation’s largest not-for-profit health plans, serving 12.6 million members across eight states and the District of Columbia. Founded in 1945, Kaiser Permanente operates 40 hospitals and over 600 medical offices, and it comprises the Kaiser Foundation Health Plan, Inc., Kaiser Foundation Hospitals and its subsidiaries, and The Permanente Medical Groups. Kaiser Permanente has a mission to provide high-quality, affordable health care and improve the health of our members and the communities we serve. As Deputy CISO, Steve provides leadership support to all enterprise cybersecurity functions.Steve also serves as the Executive Director for Kaiser Permanente's Cyber Risk Defense Center (CRDC). The CRDC operates 24x7x365 to identify and respond to cyber threats. Steve is accountable for incident detection and response, digital forensics, e-discovery, threat intelligence, detection engineering, countermeasures, hunt operations, privacy monitoring, SOC infrastructure, and crisis response functions.

Steve led enterprise cybersecurity services protecting business critical operations and care delivery. Oversight included first line functions responsible for Cyber Protection (Endpoint, Network, and Data Security), Architecture, Cloud Defense, Resiliency, Strategy and Innovation, Orchestration, Security Testing and Assurance, Policy, and the Security Operations Center (SOC).Steve led change initiatives related to cyber strategy, governance, resiliency and crisis response operations, cloud defense, application security, ransomware preparedness, privacy protection, incident response modernization, and zero-trust architecture.

Mr. Frank assisted professors in the Heinz School of Public Policy and Management on research related to database security as well as the economic benefits of adopting best practices for secure coding.

Mr. Frank was a founding member and second president of the Security Practices and Research Student Association (SPARSA) at the Rochester Institute of Technology. He helped coordinate all club activity such as the development of the annual Information Security Talent Search (ISTS) competition.
