Maintenance Department Manager and member of the Refinery Leadership Team. Accountable for safe and efficient execution of turnaround and maintenance work, teamwork with the Operations and Reliability Departments, and managing relationships with employees, contractors, and union representatives.

Responsible for leading and establishing PBF's Turnaround Improvement Campaign. Emphasis areas included effective Long-range Planning, Workscope Development, Planning and Scheduling, Cost Control, Equipment Preparation, Capital Project Integration, Alliance Contracts, Time on Tools, Steering Team Effectiveness, and Readiness Assurance.

Special assignment to complete several key objectives for the Maintenance Department including developing the Control Estimate for the 2019 Turnaround and overseeing turnaround execution as overall event manager on nights.

Responsible for managing the refinery Routine Maintenance Department and accountable for safety, quality, and efficiency of all routine maintenance work. Department headcount is ~150 including 25 full-time supervisors plus company craft and contractors. Budget is ~50M$/year plus the capital tank program.

Accountable for managing the refinery Light Oils Business Team including daily operations, abnormal events, daily maintenance, turnarounds, safety and reliability improvement, capital projects, annual planning, and budget stewardship. Core team reports included process section supervisors for the FCC, HF Alkylation, and Utilities units, a mechanical availability lead, and a process engineering lead. Led refinery response to the February 2015 ESP incident, including rebuild operations in the naphtha desulfurizer and construction of new boiler feedwater demineralization facilities. Also managed FCC heads-off and Alkylation Unit turnarounds during ESP reconstruction. Completed restart activities in May 2016 with a one-time start-up of the FCC and Alkylation units and completed FCC / ESP performance testing to satisfy change-in-control conditions for the sale of the refinery to PBF Energy.

Accountable for refinery turnarounds planned for 2015 through 2017 including a site-wide event. Led the refinery organization in obtaining headquarters approval for turnaround plans by rationalizing timing, size and complexity, budget and project scope. Direct reports included turnaround event managers, a turnaround planning section supervisor, an execution section supervisor, and a process preparation planning section supervisor.

Accountable for a 150-person refinery maintenance organization with ~75 employee wage craftsmen plus contractors. Managed relations with two labor unions, oversaw hiring activities, and implemented a Loss Prevention System safety program, which led to achieving zero recordable injuries during the two-year tenure. Led team of second line supervisors to achieve efficiencies resulting in >10% cost improvement and developed sustainable tools for headcount management and workload balancing with other refinery mechanical activities.

Reported to the Refinery Technical Manager and responsible for project development and appropriation of the refinery capital budget. Direct reports included project managers, a hazop engineer, and cost estimating positions. Focus areas included ensuring a balanced portfolio in support of refinery goals and developing projects on milestones.

Accountable for safety and environmental performance, quality, cost, and schedule for the Hydrocracker, Hydrogen Plant, and Saturate Gas Plant turnaround block and integrated capital projects. Event was 500k man-hours and had no recordable injuries. Schedule was improved 25% from the previous hydrocracker turnaround. Led all aspects of turnaround planning and execution including procurement and contracting (including cost + fixed fee contracts), risk-based work selection, staffing, milestone compliance, and communications with the site leadership team.

Supervised Planning and Execution First Line Supervisors working on turnarounds and major maintenance events. Also supervised cost-tracking staff and provided contractor planning resources for turnaround events. Increased span of control from 9 to 20 employees and added 30 contractors to manage heavy turnaround workload. Initiatives included improving safety systems, development of estimating tools and cost forecasting templates, implementing planning standards, and development of milestone processes to drive and steward performance.

Functioned as project manager for local and regional projects greater than 4M$. Responsibilities also included the program manager role for a multi-million dollar offsites piping project.

Functioned as an environmental advisor in the refinery environmental department and provided environmental contact support to the Alky/Utilities Business Team. Responsibilities included supporting refinery water, waste, and air programs, monitoring emerging regulations, and obtaining permits for a new 20M$ capital project to install a selenium wastewater treatment unit. Responsibilities on the Selenium Reduction Project included development of the Gate 1 package, acting as liaison with two state and local regulatory agencies, ensuring the design met regulatory standards, and obtaining air and waste environmental permits.

Functioned as a compliance specialist and environmental regulatory advisor supporting mid-Atlantic distribution terminals. Conducted regulatory assessments, managed permitting activities, and ensured compliance with mid-stream air, water, and waste programs including NPDES, RCRA, SARA, and NSPS / Title V.

Responsible for East Coast business development, sales, and engineering for a manufacturer of stormwater treatment products based in Portland, OR.

Managed daily operations and served as the registered engineer for an environmental consulting company specializing in permitting, monitoring, and remediation for the petroleum industry.

Functioned as an environmental engineer supporting site investigation and remediation at former retail, refinery and terminal locations. Responsibilities included liaising with state regulators and providing litigation support for company attorneys.

Responsible for construction and maintenance activities for a territory of retail locations in Virginia.
