I led an organization that is the senior agency for economic development in the Hampton Roads region, consisting of eleven cities and counties and over 60 corporate investors. With a budget of just over $3 million dollars, the Alliance promotes a region with a population of over 1.7 million people, a highly skilled labor force consisting of over 8,500 existing military and 25,000-degree recipients each year from 12 Colleges and Universities and 21 Trade and Technical Institutions. Located in the heart of the mid-Atlantic, Hampton Roads is the home to the Port of Virginia, the fastest growing port on the East Coast.The Alliance is on track to attract or grow nearly 25,000 new jobs over the next five years.

Oversaw departments of Planning, Economic Development, Convention and Visitors Bureau, Office of Cultural Affairs (Sandler Center), Virginia Aquarium, Agriculture, Housing and Neighborhood Development, and the Strategic Growth Areas (SGA's) Office. Senior city staff leader for Light Rail and transit land use planning. Deputy City Manager in charge of development of new land use plans for the city's eight strategic growth areas (SGA's). A principal negotiator for city's public/private partnerships including the Laskin Gateway (31st Street) project. Led City efforts to preserve and revitalize the historic Cavalier Hotel.

Retired on November 1, 2013 as Deputy City Manager, City of Virginia Beach.

Worked with City Council to revitalize historic downtown. Developed new hotel and conference center, promoted restoration of historic high school as a cultural arts center, restored historic downtown office building as school administration headquarters, rezoned entire city to facilitate smart growth strategies, created plans for all historic villages in the city and the historic downtown. Led efforts to establish a modeling and simulation (high technology) industry cluster in the northern section of the city, successfully managed a $376 million operating budget and $420 million capital improvement plan. Named "Best City Manager in Hampton Roads" Portfolio Magazine, 2006.
