The KL-SG HSR Joint Development Partner (JDP) is a joint venture between WSP Asia Ltd., Mott MacDonald and Ernst & Young (EY). As Project Director, I am responsible for the overall performance of the JDP team and the day to day delivery of the contracted services. Consisting of three main workstreams; Project Management, Procurement Advisory and Technical Advisory, the JDP team is made up of specialists with high speed rail experience and expert knowledge in their various fields. The Core team consists of approximately 30 persons, with a significant support team based out of other JV regional offices.

In the role of Program Director for the SPM, my primary responsibilities were to lead the SPM team in the delivery of Program Management Services for the Qatar Rail Development Program. During the period Mar 2013 - Sept 2014, the SPM team established the Program Management Office (PMO) within the Qatar Rail Program Delivery organization.

Initially appointed Civil Design Management Lead, I was responsible for the management of the Civil Design teams delivering the Dubai Metro Purple Line design phases 1, 2 and 3. This included; the Feasibility Study, Concept Design, Preliminary Design and Tender Documentation for the 50km - Airport Express and Commuter Metro Service line running between Dubai International Airport and Al Maktoum International Airport. The technical disciplines that fell within the Civil Team's remit included; permanent way, alignment design, all civil structures design including; elevated, at-grade and underground guideway sections, station structure designs, all trackform design, depot layouts and ancillary structures.As Deputy Project Manager, I also played a key role in the overall delivery of the Project (covering all technical disciplines) and the day to day engagement with our Client, the Roads and Transport Authority - Dubai (RTA)

The Independent Verification and Validation Office (IV&V) was established within the THSRC delivery organization to manage the IV&V Consultant and the ICE Consultant. Both consultancies played a critical role in the achievement of the THSR Certificate to Operate allowing the high speed rail to enter into commercial operations.As Assistant Director (and later Director) I was responsible for the technical team that monitored / managed to a satisfactory resolution, all Deviations and Deficiencies that had been identified by the IV&V & ICE during their assessments (through the design, implementation and operational readiness phases of the project).

Held various professional engineering positions within the company during this period. 1989 - 1994 - I was based in the UK (formally Acer Consulting) and achieved C.Eng Chartership status with the ICE.In 1994/1995 I relocated to Hong Kong on a permanent basis and held various positions in Project Management on multi-discipline design projects.
