Oversee strategic construction permit/easement negotiations with government/county officials, including all negotiations with architects and engineers. Notable Performance:• Drafted and formally published the policies, processes and procedures for SMC’s purchasing and contracting. D.O.T.S. completed and managed the property acquisition process and construction budgets, and then specified, purchased and managed Initial Capital Expenditures (I.C.E.) and all major capital improvement projects. Notable Performance:• Implemented major bulk purchasing programs including energy supply and submeterization, water conservation, waste management, site construction improvements, landscaping, etc.• Documented AIMCO 1999-2000 regional/divisional leader (second in Nation) in earning over $550,000.00 of construction management fees. Individually specified and executed over 225 major construction contracts with an accrued total of over 30 million dollars. Documented top ranked regional D.O.T.S; 100% quarterly bonuses over 1999-2000.• Responsible for regional training of AIMCO personnel with respect to construction services, purchasing and contracting.
