Mr. Morgan is a co-owner of H2O Terra. H2O Terra is a small, veteran owned business that has a 43 year history of innovative and economical solutions in Water, Wastewater, Civil Engineering and Surveying. We changed our name from Roe Engineering LC to H2O Terra, LLC in 2015 as well as moved to a new location (2020 E. Mills Ave., El Paso TX 79901) in El Paso. Today with 28 employees, we are growing to meet our client needs with increased technical capabilities, expertise and resources as a full service Engineering and Surveying firm. With key offices in El Paso and San Antonio we serve clients from West Texas to the Lower Rio Grande Valley. Our Mission is to "Set the standard for timely, quality, value based solutions for our clients".Mr. Morgan has more than 40 years of civil engineering experience specializing in water and wastewater treatment and reuse, and their respective conveyance systems. He has over 37 years of management expertise and has managed engineering consulting offices in El Paso, Austin, and San Antonio concurrently. His water, wastewater and reuse experience has included the planning, process and final design, start-up, and construction management of desalination facilities, arsenic treatment facilities, surface water treatment facilities, water wells, wastewater treatment facilities, and wastewater reuse facilities. Those projects have ranged in size from $150,000 to well over $70 million in construction costs. Mr. Morgan’s experience in conveyance systems has included the planning, design, start-up, and construction management of gravity wastewater systems (6”- 90”), water pipelines (6”- 84”), lift stations (0.1 – 60 MGD), and water and reuse water pump stations (0.1- 52 MGD) as well as storage tanks (elevated and ground) from 100,000 to 2 million gallons.
