The Nova Scotia Utility and Review Board (NSUARB) is an independent quasi-judicial body which has both regulatory and adjudicative jurisdiction flowing from the Utility and Review Board Act. It reports to the Legislature through the Department of Finance. The NSUARB was established on December 14, 1992 under the Utility and Review Board Act, which combined four boards: the Board of Commissioners of Public Utilities, the Nova Scotia Municipal Board, the Expropriations Compensation Board and the Nova Scotia Tax Review Board. The Nova Scotia Utility and Review Board is currently composed of eight full time Members who hear appeals and applications coming before the Board. The Board also has a number of full-time staff, including an Executive Director, a Chief Clerk, two Clerks of the Board, and several advisory and support staff.As a full-time Member of the Board, responsibilities include chairing and/or participating as a Panel Member in public hearings, often involving sensitive and controversial matters, ensuring that fairness, good judgment and independent decision making is applied. The position requires senior leadership skills, excellent decision making skills, and excellent verbal and writing skills. The Board mandates in which Mr. Murphy is primarily involved include regulation of electricity, natural gas, water, wastewater and stormwater utilities, as well as gasoline and diesel pricing.

Responsible for managing the Municipal Engineering Department, reporting directly to the Vice-President of Infrastructure Services. Responsibilities included:• Achieving department sales targets by securing new project work through the preparation of proposals, pursing new business opportunities, developing and maintaining strong client relationships; and leveraging contacts.• Achieving profitability targets by ensuring that individual department projects are completed on budget and on schedule.• Managing a staff complement of twenty five to thirty people;• Ensuring staff meet productivity targets;• Hiring of new staff, and conducting staff performance and salary reviews; and• Management of the department budget (approximately $4million in annual revenue).The role also involved project management duties for the larger projects within the Department, as well as conducting project QA/QC activities. Examples of some of these projects include:• Halifax International Airport (HIA) - $10 million project involved a major redevelopment of the groundside area in front of the Air Terminal Building at the Halifax International Airport (HIA). • Halifax Harbour Solutions Project – Project Manager for CBCL Limited’s activities on the $300 Million Design-Build Halifax Harbour Solutions Wastewater Collection System project. • Nova Scotia Infrastructure Plan – Project Team Component Lead responsible for assisting with the development of a high level long term plan related to management of government owned assets. Developed an asset inventory complete with a related condition assessment, financial valuation and management plan for Province’s municipal water and wastewater assets.• Halifax Regional Wastewater Functional Plan – Project Manager for this significant wastewater servicing master planning project. • Herring Cove Municipal Servicing – Project Manager for design and construction related efforts on this $18 million servicing project.
