About Steve Schipper

Originally from Holland, Michigan where I attended Hope College. I was a maintenance tech as well as a part time bus driver for the college and Cardinal Charter and Tours.I began my professional career in fleet and vehicle maintenance at auto dealer and continued when I went to work for the City of Key West. In that role, As the Deputy Director of Community Services I oversaw Fleet/Transit, Public Works, Landscaping, Facilities, Recreation and the Historical Cemetery from budget to specific project management. This was a senior staff level position also working as a critical member of the Emergency Operation Center during 7 named hurricane events.I joined The Rapid in 2009 as the Manager of Fleet and Facilities. In 2015 I moved to the Manager of Transportation where I manage the daily public transit service and a staff of 12 supervisors and 300 bus operators and in June of 2020 I became the Chief Operating Officer overseeing Fleet, Facilities, Security, Safety and Training, Transportation and Para-transit/ADA Transportation.

    Transportation Manager, 9/2015-Present. Manage the core aspect of a public transit system which has provided me a knowledge base across the operations environment. I currently oversee 13 Administrative staff and 300 Union operators. Responsible for all aspects of the 31-fixed route public transit service in the Grand Rapids metro area including; dispatch operations, accident investigation, safety programs, training, hiring bus operators and supervisors, along with department budgeting. I am also a member of the collective bargaining committee.Fleet and Facilities Manager, 3/2009 – 9/15. Managed the daily operation of Facilities and Fleet for a public transit system. Responsibilities include two LEED Certified Facilities; an Intermodal Passenger Center and Operations Center, as well as an Amtrak Station, Facilities Maintenance Facility, bus platforms and shelters, transfer stations, signs and other on-street amenities. Managed a 288 vehicle fleet of buses, vehicles and equipment including vehicle acquisition and disposal. Led the transition of the transit fleet to both propane (LNG) and compressed natural gas (CNG). Responsible for all related Fleet and Facilities policies, maintenance and safety programs as well as regulatory compliance with the execution of all buildings and equipment. Project Manager of the Enterprise Asset Management System and Automated Fueling systems. Assisted in the management of over $80 million in construction projects as well as both capital planning and operating budgets for the two departments. Directed a team of four supervisory personnel, three administrative and 37 union members. Member of the collective bargaining committee. Established and enforced policy and procedures, agency goals and objectives as well as Federal requirements for the authority.
