Mr. Silcox provided technical leadership on enterprise development to USAID Missions throughout the world and technical assistance to Missions on strategy, project design, implementation and evaluation.He served as Technical Manager for the Business Growth Initiative (BGI) project and for the Volunteers for Economic Growth Alliance (VEGA) Program.He provided technical assistance to the USAID/Jakarta mission on three different short-term assignments including an assessment of the Economic Growth portfolio, new project designs for the Economic Growth Office and assistance on the implementation of an SME development project. He also assisted the mission through the provision of technical assistance on developing entrepreneurship programs through the BGI project which he managed. He conducted project evaluations in Bulgaria, Azerbaijan, Montenegro, Morocco and Sri Lanka. He provided assistance to the Serbia mission on formulating a job counting methodology and on assessments of agribusiness and of SME development in Serbia and Montenegro. He drafted new tourism and enterprise development project designs for Montenegro and Jordan. Supervised a staff of six professionals including two Americans and four Ukrainians.Responsible for donor coordination on SME development issues and dealt with Ministerial level officials in local and U.S. governments on various issues relative to business development. Drafted cables and speeches for the American Ambassador and other senior American officials.During his tenure in the position, the SME portfolio took on increasing importance for USAID/Kiev and became one of the flagship areas of activity for the Mission. A significant contribution during his last year was the consolidation of a number of activities into one comprehensive SME development project (BIZPRO) that was designed under his guidance.
