NAFSA engages regularly with federal agencies to address regulatory practice issues affecting international students and scholars (faculty and staff), the NAFSAns who advise them, and the educational institutions that host them. I manage that engagement. In administering or managing international student and scholar programs, NAFSAns must understand, explain, and comply with complex regulations and agency policies and procedures, which is referred to as “regulatory practice.” Through our engagement with the agencies we both obtain information for NAFSAns and convey information on their behalf. We obtain information from the agencies about their policies and procedures and understanding of their own regulations to share with NAFSAns. We inform the agencies about their impacts on the community that they regulate and advocate for regulations, policies, and processes that foster robust international student and scholar programs.

I worked as an immigration attorney and managed international student and scholar programs for several major research universities.

I taught English for Public Administration at Poland's National School of Public Administration (Krajowa Szkoła Administracji Publicznej), and I taught Legal English for a group of judges. I'm sure the judges taught me much more about continental law and the Polish legal system than I taught them English.

After graduating from law school in 1987 I worked as an attorney, primarily handling civil litigation. After graduating from college in 1981 with a degree in Finance, I worked for a large (now merged out of existence) energy company, primarily focused on the financial benefits of doing less damage to the environment.
