I am fortunate to have enjoyed over 46 years of a diverse planning career not typically characteristic of many planners; and I am truly thankful to all my past employers and clientele for affording me that unique and special opportunity.I have nearly 17 years total experience as a public sector planner both with the City of Houston, TX as well as the City of Dothan, AL; and while most public sector planners administer regulations and edit consultants' contracts and work, I author, illustrate, write Excel program models, and provide conceptual design for various city projects and properties. In addition to municipal planning experience, I served between 2004 and 2006 as a Community Planner for FEMA in the aftermath of Hurricanes Ivan, Francis, Wilma, and Katrina; and was assigned to two separate Long Term Recovery Planning Teams. Upon retirement from the City of Dothan I became a part of FEMA response teams in 2017 for Hurricane Harvey in Texas after attending a two-week training session at the FEMA EMI to obtain my PA Program Delivery Manager certificate. My private sector experience spans beyond 26 years during which I planned and designed more than a total of 500,000 acres of new private developments throughout the U. S., as well as in foreign countries both as an employee with local and nationally-recognized engineering and planning firms and for 17 years as president of Steve Spry Associates, LLC. I have completed projects in California, Arizona, New Mexico, Texas, Louisiana, Oklahoma, Maryland, Florida, and Alabama. I was a sub-contractor on several comprehensive Plans, Updates, Traffic Planning Studies, Airport Land Use plans, and Deep Water Port Plans to include Comprehensive Development Plans for the Home-porting of two squadrons of nuclear submarines in South Carolina. My other creative passions include fiction writing, for which I am the published author of two novels, water color painting, and pencil/charcoal sketching.

Pa Program Delivery Manager, Project Officer, Ia Community Planner, And Ltrp Transportation PlannerFema Sep 2004Pensacola, Fla.; West Palm Beach, Fla.; Milton, Fla.; Baton Rouge, La, & HoustonContracted through the ERPMC joint venture (Now AECOM) served as a FEMA disaster consultant during deployments to Hurricanes Ivan, Francis, Katrina, and Wilma (2004-2006) and Harvey (2017). Served on two Long Range Recovery Planning Teams in various roles. My belief is that one must understand the physical, economic and personal impact of a given natural disaster with "boots on the ground" experience to properly assess its mediation and/or recovery. That is why I deploy when called up shortly after the disaster strikes to assess damages, develop project worksheets and CEFs, interview those left homeless and attempt to procure them shelter PRIOR to serving on or leading a long term recovery team. An understanding of the events leading up to a disaster and its resulting damages is essential to developing a plan for specific mitigation measures and/or area recovery strategies.Knowledge of the physical, economic and social environments as well as land use patterns, transportation habits and structures of an area before a disaster strikes and measuring a disaster's impact on those environments, patterns, habits and structures along with the various shareholders and stakeholders of an area is the key to forming a cohesive and lasting public/private partnership in recovery. -
