Contracted through the ERPMC joint venture (Now AECOM) served as a FEMA disaster consultant during deployments to Hurricanes Ivan, Francis, Katrina, and Wilma (2004-2006) and Harvey (2017). Served on two Long Range Recovery Planning Teams in various roles.My belief is that one must understand the physical, economic and personal impact of a given natural disaster with "boots on the ground" experience to properly assess its mediation and/or recovery. That is why I deploy when called up shortly after the disaster strikes to assess damages, develop project worksheets and CEFs, interview those left homeless and attempt to procure them shelter PRIOR to serving on or leading a long term recovery team. An understanding of the events leading up to a disaster and its resulting damages is essential to developing a plan for specific mitigation measures and/or area recovery strategies.Knowledge of the physical, economic and social environments as well as land use patterns, transportation habits and structures of an area before a disaster strikes and measuring a disaster's impact on those environments, patterns, habits and structures along with the various shareholders and stakeholders of an area is the key to forming a cohesive and lasting public/private partnership in recovery.

Prepared master plans, subdivision plans and plats, freehand illustrations, and led the firm's comprehensive planning effort for municipalities and a City of Houston Annexation Study, 1993.

Due to my business relationship with the developer, I was asked to contract to them as a Project Manager on a temporary basis to fill an unexpected void in their staff. Managed the land development activities at two of the developer's mixed use projects, Greens Crossing (a 650-acre project) and Greenspoint (a 625-acre project).

Led a staff involved with the comprehensive Plan for the City of Lake Jackson, TX. Prepared a master plan for 20,000 acres of the Port of Freeport, TX., and the design for a heliport and barge terminal at the Port of Freeport on the Intracoastal Waterway.

Prepared master development plans for new private land development projects, illustrative master plans for mixed-use developments, subdivision development plans and plats, and authored design guidelines for new private land development projects.

Prepared land plans, subdivision computation drawings, and plats for various new developments in the Houston area.

Directed a staff in the preparation of transportation master plans for cities and counties throughout Texas.

As Section Chief, led a staff of professional planners and technicians responsible for review and approval or disapproval of all subdivision plats and construction plans submitted for planning commission approval. Wrote staff reports recommending approval, approval with conditions, and/or disapproval of submitted plats. Prepared alternative conceptual ideas for subdivision plats with issues. Maintained the city's Major Thoroughfare & Freeway Plan. Acted as liaison to the Public on a rotating basis, and prepared other plans and studies as directed.NOTE: I pursued my college education first at Houston Community College and then the University of Houston (Downtown Campus) carrying 12-14 semester hours in the evening while working full time at the City of Houston.
