Steve led CiH’s ambitious and ground breaking Working Together Repairs and Maintenance project involving eleven landlords from across the country in leading and developing next best practice for the sector. It has critically appraised a wide range of options for delivering repairs and maintenance services and has developed insight into what works best for residents and for the physical stock through collective learning and CIH facilitation. The findings were published by CIH in February 2015 to much positive critical acclaim.Steve's knowledge and expertise on housing repairs and maintenance has meant that he has become a valued advisor to local authorities and housing associations on options appraisals and optimising value for money and has completed reviews for Gateshead, Wokingham, Hounslow, Network Housing, Circle Housing Group, Genesis Housing, Renfrewshire, Wandle and East Thames.

Appointed to establish the new Housing Directorate and transform the service which had been performing poorly by failing to deliver its capital programme, not meeting service standards consistently, budget overspends and falling short on important governance issues. Working with a talented new housing management team these challenges were all robustly addressed and there have been substantial improvements in capital programme delivery (on target for £81million investment in 2015/16), in keeping to agreed budgets, in driving up performance and in consistency and discipline around governance. The new Housing team appointed is resourceful, innovative and significantly more diverse and the profile of Housing within and beyond the authority has grown.Significant achievements included: the development of a new and innovative Right to Invest shared ownership scheme for council tenants which has been hailed by the Shadow housing Minister, John Healey; realisation of substantial savings in the costs of temporary accommodation through new hostel provision and delivery of decency for 5000 non-decent homes or over one quarter of the stock

As Interim Head of Housing I led on behalf of the Council on the successful tenant-led stock transfer from Wycombe District Council to Red Kite Community Housing and on establishing the new arrangements for the Council's retained strategic housing functions including Housing Strategy and Development, Housing Advice, Housing Options, Homelessness and Temporary Accommodation.
