The Logistic Commodities and Services Operating Centre delivers the principle supply and distribution function to Defence, Defence disposals activity and the commodities procurement of food, fuel, clothing, medical supples and general stores. Subject to a transformation programme, the COS is a key member of the In House bid team, for a business currently employing 2500 people and representing £7Bn business over the contract period. Delivering direct support to operations, the redeployment from Afghanistan and rebasing from Germany are key activities.

Coherence, consolidation and scrutiny of both the detailed in-year (5000 people and £2.5Bn turnover) and 10 year planning horizon financial position for Land and Army facing outputs. Spanning the acquisition, support and disposal of equipment, commodities and logistic services for the Army, providing freedom and constraint analysis and decision support briefing to DE&S Main Board members (DG Res & CoM(L)). Resources, Planning and Management Accounting lead for understanding and briefing wider Defence 'change' and 'transformation'. Leads a small dedicated team in corralling much wider finance community outputs.

The Army Equipment Support Programme is a £1bn a year spend with Defence Equipment and Support and a c£10Bn programme over 10 year. Reporting directly to the Chief Executive for both the in year financial management and programming of future activity against the strategic reset following the Strategic Defence & Security Review. Scrutinising the requirements and resulting supplier costings assuring value for money. Delivering efficiencies as routine business, led the ammunition forecasting study to yield £50m pa efficiencies.

Led a military unit of over 350 military and 150 civilian specialists in postal services, secure military courier and multi-modal movement. With a remit covering North West Europe including diplomatic clearances, all military rail booking and management, military and charter air booking and handling, road movement including out of gauge and port handling of military and charter shipping. Set against this, the unit had a quarter of its military manpower committed to operations in Afghanistan or Iraq.
