Department of Capital Delivery Services: Engineering, Project Controls, and Quality Management Divisions

Provides Enterprise Asset Management, Strategic Planning, and Capital Planning leadership and guidance to clients in New York/New Jersey, Washington DC, and overseas locations in support of the Department of Defense.

Leads 50 U.S. and Afghan contractor staff providing life-cycle engineering, technical and aviation communications and language training for 800 military students at five geographically-separated bases in austere combat zone. Synthesized facilities sustainment best practices and principles into a practical training program allowing Afghan engineers to maintain facilities with limited material resources and skilled labor.

Led 45-person Public Works team in the execution of $10M annual operating budget to provide maintenance, repair, and minor construction for all facilities, streets, water/sanitary/storm lines and associated utility infrastructure, fleet maintenance, forestry management, and snow/ice control operations; drew from broad knowledge of HVAC, electrical, structural, building envelope, and other facility systems to establish maintenance priorities and provide guidance to supervisors and maintenance technicians.

Led 29-person team in providing all municipal Public Works Maintenance and Operations services: Facilities Maintenance and Repair, Streets Maintenance and Repair, Utilities Distribution and Collection System Maintenance and Repair, City Fleet Maintenance and Repair, and Sanitation and Recycling Collection Services. Assigned by Public Works Director to manage multiple new construction projects (Police/Courts Facility $20M, Child Advocacy Center $2M).

Built the Asset Management Section of the Airport Infrastructure Management Division at Denver International Airport from the concept stage to a fully-functional 18-person department. Provided Computerized Maintenance Management System (CMMS) support to over 500 maintenance technicians. Recruited and coached technical experts to establish the Airport's first Building Information Modeling (BIM) program. Executed asset management programs including facility transition, condition assessment, and asset warranty management. Provided maintenance planning services and compiled first-ever metrics and Key Performance Indicators (KPIs) linking individual shop performance to Airport Strategic Objectives.

Served as a Civil Engineering Commander (Engineering and Public Works Director equivalent) and senior leader for 20 years on Active Duty. Led military, civilian, contractor, and international partner teams in the design, construction, maintenance, and operations of facilities and infrastructure systems on US Air Bases around the world. Led teams over 200 personnel and managed annual budgets over $10M. Experience leading environmental, emergency response, fire protection, and contingency operations.
