As part of this effort and funded by the MacArthur Foundation, Steve authored the well-received book, "Technology Policy and America’s Future" (St. Martin’s Press: June 1993) which argued for a balanced approach to encouraging long-term technological innovation to serve both national security and economic objectives. -

Written at a time of tremendous upheaval in NATO, the group’s final report recommended a series of steps to recognize the dramatic changes that were taking place and the need to realign the Atlantic alliance to maintain its relevance and vitality.
