Mr Silva served as the Chief Technology Officer at Cypherpath, Inc and led the company to a successful acquisition in 2020. He Co-Founded Cypherpath in order to advance a new and innovative cyber resiliency capability. Mr Silva oversaw the development of the technology and was responsible for the intellectual property.

Mr. Silva served as the VP of Research for Shadow Networks, Inc. He founded Shadow Networks in order to focus on the creation and deployment of advanced cyber security capabilities. He has been performing research and development of production grade cyber security solutions for the last 10 years. He was responsible for Shadow Network's intellectual property and supporting the technology migration into enterprise solutions. Mr. Silva invented the concept of shadow networks which is a better approach than previous attempts at network obfuscation. While building Shadow Networks he was awarded multiple patents that support the companies products.

I was responsible for leading the development and delivery of all products from Shadow Networks. This included both government and commercial lines. In parallel I also raised venture capital, established an engineering environment that promoted innovation, formulated product roadmaps, created new IP, and took on small coding tasks as part of different product teams. * Raised an initial seed round from multiple VC's to fuel Shadow Network's growth. * Established a thorough hiring and recruiting process. * Scaled the company from 3 to 30 employees in two years. * Conveyed product vision to development teams which drove the design and development of products. * Created a culture and philosophy that supported rapid engineering procedures while maintaining software quality and best practices. * Drove architectural meetings where all team members contributed to final design decisions. * Created multiple patents that support the products and technology vision. * Contributed code to different product lines by accepting sprint stories when possible. * Formed a strong quality assurance team to validate and verify product features. * Addressed technology issues and concerns at the executive level. * Performed business development in both government and commercial sectors.

Performed cyber security research and consulting in the cyber security division prior to the acquisition of MTCSC by ManTech Intl.

• Lead teams to engineer, develop, and deliver next generation network security and assessment tools for the SAST project. • Lead teams to develop next generation cyber security technology Lasen and Reactor. This technology was then licensed for commercial use by PNNL.• Developed new engineering techniques that promote rapid development, innovation, and work flows.
