Reports directly to the SES2 Director of the CCDC, Aviation & Missile Center. Responsible for top-level strategic planning and analysis which directly influences the prioritization of missions and assets within an annual budget over $4B. Ensures the combined team of over 12,000 DA civilians, Soldiers, support contractors, with additional industry & academia partners, are synchronized to support both the Army Modernization Priorities and Science and Technology (S&T) objectives. Provides vital research, development, and life-cycle engineering support to the planning and execution of PEO AVN, PEO M&S, the Army's LRPF, FVL, and AMD Cross Functional Teams. Uses military operational experience to assist civilian scientists and engineers to ensure user perspective is factored into system design/development.

8 years of experience as an operational US Army Aviator (1993-2001), Scout/Attack helicopter operations, and maintenance management. 22 years Army Acquisition experience in product management, procurement, contracting, test and evaluation, international R&D and relations, rapid acquisition and prototyping and Science and Technology development.

Reported directly to the three-star Director developing the Long-Range Hypersonic Weapon, Medium Range Capability, and Directed Energy weapons systems. Led a staff of 21 professionals comprised of military, civilians, and contracted workforce personnel in multi-disciplinary fields. Responsible for the synchronization, coordination, and development of policies and procedures of all primary staff functions, to include: personnel; security; operations; logistics; resource management; contracting; and strategic communications.

Conducted S&T search / collaboration that facilitated interoperability among our NATO allies and regional partners while also supporting U.S. Basic and Applied Research to develop capabilities & partner capacity that delivered combat capability to the Future Force. Led 26 core & matrix military & civilian, multifunctional, scientists and engineers across five countries at ten locations. Planned and executed an annualized, 5-year, operating budget of over $20M while garnering support and funding for an additional $12M in OSD, Army, and partner nation shared investments. Responsible for the identification, assessment, and transition of foreign technologies into the CCDC enterprise in support of the Army's modernization priorities.

Senior acquisition officer in South Korea, directly representing JPEO-CBRND, and at times DASD-CBD, positions to USFK leadership. Provided USFK with acquisition-related expertise in support of integrating and synchronizing the planning and execution of requirements generation, research and development, materiel fielding, new equipment training, and lifecycle sustainment for both existing and emerging capabilities pertaining to the suite of chemical, biological, radiological, nuclear (CBRN) defense and medical countermeasure equipment in Korea.

Department of the Army Centrally Selected Product Manager responsible for the lifecycle management of all common Army Aviation Ground Support Equipment Systems. Led, managed, and directed the efforts of 75 military and civilian, matrix and core, government personnel, as well as on-site support contractors, with an annualized, appropriated, 5-year budget of over $75M, in support of 5 ACAT III programs and 47 other products. Planned and executed all acquisition lifecycle functions including research and development, testing, procurement, fielding, training, modernization, sustainment, readiness, and disposal for over 50 individual products.

Senior Acquisition Officer in the 401st AFSB, responsible to provide the Commander, Combined Joint Task Forces, JSC-A, and US Forces Afghanistan with continuous acquisition related expertise in support of integrating and synchronizing the planning and execution of materiel requirements generation, equipping, fielding, training, modernization, and sustainment. Develop and mentor four field grade officers and one DA civilian. Manage and direct a customer reimbursable Overseas Contingency Operations budget of over $12M in support of 44 Program/Product Managers, while assisting with the coordination of over 4,000 field representatives supporting over 70 systems valued at over $10B in order to fill critical capability gaps and increase Warfighter lethality, survivability, and effectiveness for nine Brigade Combat Teams, and three Combat Aviation Brigades, as well as our Coalition partners during Operation Enduring Freedom 10-11.

Directs US Army testing support for the Missile Defense Agency's (MDA), Flexible Target Family (FTF) program executed at the Reagan Test Site (RTS). Responsible for executing a $10M flight test program, which includes major test facilities and communications upgrades, Target Qualification Testing, Operations and Maintenance funding, and directing the assests of the $4B National Test Range in support of this program. Responsible for the leadership and technical direction of the RTS FTF Integrated Product Team, consisting of over 300 military and civilian personnel from the DoD, MDA, Army, Navy, and Airforce, as well contractor engineers, scientists, technicians, in order to plan and successfully execute the single largest and most complex target ever launched from RTS.

During a three year tour at US Army HRC, served as the assignment officer for over 400 CPTs and MAJs as well as over 300 LTCs. Responsible for projecting availability, distributing, and assigning officers based on their experiences and manner-of-performance, in order to meet the needs of the Army and to continue to professionally develop the individual officer. Provide career management counseling, planning, and decision making assistance for officer assignments, schooling, and career choices. Work directly with field commanders at all levels to match officer experience, quality, and availability with operational requirements. Prepare and review officer personnel records for DA promotion, retention, and selections boards. Responsible for conducting the Army Experimental Test Pilot Board; as well as managing this unique population of Army Acquisition Corps Aviators. Coordinate with the Army G1 (Human Resources Division) as well as the Army Acquisition Support Center to identify and resolve policy and organizational manning issues as they affect officer management.
